SUBJECT Purchase six cardiac monitor / defibrillators, one Automatic External Defibrillator (AED) PRO and fourteen replacement AED batteries from Zoll Medical Corporation for $243,678.51. 2. SUMMARY Cardiac monitor /defibrillators are used on every Emergency Medical Service (EMS) incident. These devices must work correctly one hundred percent of the time. These devices have become increasingly sophisticated over the past 30 years. In addition to cardiac monitoring and defibrillation these devices also perform the following functions: • Synchronized Cardioversion • Transthoracic Cardiac Pacing • End Tidal Carbon Dioxide (EtCO2) monitoring • Pulse Oximetry (SP02) monitoring • Carbon Monoxide (CO) monitoring • Non - Invasive Blood Pressures (NIBP) • 12 -Lead EKG's • Wireless data transfer of information from the cardiac monitor /defibrillator into the electronic patient care record C.I.P. funding for the purchase of this equipment is budgeted in FY 2015 -16. 3. RECOMMENDED ACTION Approve the purchase of six Zoll "X" Series cardiac monitor /defibrillators, one AED PRO, and fourteen replacement AED PRO batteries from Zoll Medical Corporation for $243,678.51. ITEM S. 1 , 1 09/08/15 4. FISCAL IMPACT Funds are available to cover the cost of six Zoll cardiac monitor /defibrillators, one AED PRO and fourteen replacement AED PRO batteries as follows: 560.3022.56032.30072 (CIP -Furn. Mach Equip Repl -AED Monitor) $304,000.00 5. STRATEGIC PLAN GOAL(S) 1. Provide for a safe community a. Provide staffing and resources to deliver services that ensure public safety. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0: Provide public safety services of the highest quality. Policy 6.3 Provide and use up -to -date technology to improve crime prevention, fire suppression, and emergency services. 7. DISCUSSION and BACKGROUND In September 2014 the Fire Department purchased fourteen Zoll "X" Series cardiac monitor /defibrillators to replace eight year -old cardiac monitor /defibrillators. These monitors were chosen following extensive field testing by Orange City Fire Paramedics. Due to the frequency of use and the harsh conditions these monitors are typically used in, normal replacement periods are every five years. To properly equip all Fire Department apparatus, including reserve apparatus, a total of twenty Zoll "X" Series cardiac monitor /defibrillators are needed. For FY 2015 -16 the Fire Department secured appropriate C.I.P. funding to purchase the six additional cardiac monitors needed as well as the required replacement AED batteries. This purchase includes fourteen replacement batteries for the AED PRO devices carried on BLS apparatus, and staff vehicles. Their non - rechargeable batteries require replacement every five years. The current AED batteries are eight years old. Zoll Medical Corporation will be providing one AED PRO monitor as a no -cost item for this quote. This device will be used during remote rescue incidents when an "X" Series cardiac monitor /defibrillator is not practical. Zoll "X" Series cardiac monitor /defibrillators coordinate seamlessly with other Fire Department equipment such as AED PRO's, AutoPulse Devices and Electronic Patient Care Reporting (ePCR) tablets. The Fire Department is piggybacking onto National Purchasing Partners (NPP) Contract Pricing. 8. ATTACHMENTS 1.
