1. SUBJECT
Authorization to purchase bus shelters from Tolar Manufacturing Company, Inc. for Bus Stop
Enhancements at Seven Locations Citywide Project.
2. SUMMARY
The City obtained a $145,446 OCTA grant to provide bus shelters for seven bus stop locations
citywide. This will allow the City to purchase bus shelters from Tolar Manufacturing Company,
Inc. ( Tolar) for a total cost of $122,420.00. The bus shelters will be installed by our bus stop
maintenance contractor that will be selected under a separate contract without additional cost.
3. RECOMMENDED ACTION
Authorization to purchase seven bus shelters in the amount of $122,420.00 from Tolar
Manufacturing Company, Inc.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
account:
550.5011.56100.30076 Bus Stop Enhancements

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance
public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of-
way.
7. DISCUSSION and BACKGROUND
This was initially bid as bus shelter purchase and installation by informal bid; and bids were
received and opened on May 14, 2015. Six (6) bidders submitted proposals. The lowest bidder
was deemed non - responsive and the other bids were higher than the available project funding.
Staff recommended rejection of all bids on June 9, 2015. Staff has since decided to purchase just
the bus shelters for the seven locations listed below:
1) Southbound (SB) The City Drive far side City Way
2) Northbound (NB) The City Drive far side Dawn Way
3) SB Main Street far side Katella Avenue
4) SB Main Street far side Chapman Avenue
5) Orange Transportation Center at Dock #1
6) SB Main Street far side La Veta Avenue
7) SB Tustin Street @ East Village Way
These seven locations were included in the 100 bus stops in Orange County with the highest
ridership numbers.
All of our existing bus shelters are from Tolar Manufacturing Company ( Tolar). In order to
maintain quality and appearance of bus shelters throughout the City, staff obtained a quote from
Tolar. The total purchase cost is $122,420.00. The OCTA grant from Project W — Safe Transit
Stops Program will fully fund the project. Shelter installations will be performed by the Contractor
who will be selected for the shelter's maintenance under a separate contract; and the Contractor
selection process is anticipated to be complete by end this year.
