SUBJECT Award of Contract for Bid No. 156 -01; Traffic Striping, Pavement Markings and Raised Pavement Markers. 2. SUMMARY The bids for the Traffic Striping, Pavement Markings and Raised Pavement Markers were received and opened on August 6, 2015. The apparent low bidder is BC Traffic Specialist of Orange, CA in the amount of $134,425.00. 3. RECOMMENDED ACTION Award the contract in the amount of $134,425.00 to BC Traffic Specialist, and authorize the Mayor and the City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and available in the following account: 100.5 074.51700.00000 Annual Traffic Striping $150,000 5. STRATEGIC PLAN GOAL(S) Lb. GENERAL PLAN IMPLEMENTATION 7—:71 Circulation & Mobility Goal 1.0 Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods. Policy 5.1: Maintain and repair roadways and sidewalks as necessary to improve circulation and safety. 7. DISCUSSION and BACKGROUND The City Council approved authorization to advertise the project for bids on July 14, 2015. The solicitation for bids was first advertised on July 22, 2015 for a period of two (2) weeks. Five bids were received and opened on August 6, 2015 as follows: 1) BC Traffic Specialist, Orange ........ ..............................$ 134,425.00 2) Superior Pavement Markings, Cypress ...... .....................148,340.00 3) Orange County Striping Service, Orange ... .....................149,985.00 4) PCI, Azusa .................. ............................... .....................176,440.00 5) Chrisp Company, Fremont ......................... .....................273,475.00 The City contracts, on an annual basis, the maintenance of traffic striping, pavement markings, and raised pavement markers. The current contract with Orange County Striping was previously extended to the maximum allowable four -year time frame and expired in August 2015. As in the past, the maintenance contract will provide for an initial term of twelve months. The bid specifications allows for contract extension for three (3), one -year periods upon agreement of the City and contractor. Renegotiation of the amount and unit prices may be initiated by the City or contractor as part of the agreement for each one -year extension, with price increases limited to two percent (2 %). S.
