1. SUBJECT
Bid No. 156 -03; Award of FY 2014 -15 Community Development Block Grant (CDBG)
Street /Sewer Improvement Projects: First Street, Kelly Avenue, Pixley Street, Center Street,
Culver Avenue, Parker Street and Clark Street (SP- 3922).
2. SUMMARY 7==1
The bids for the CDBG FY 2014 -15 Street /Sewer Improvement Projects were received and
opened on August 13, 2015. Seven (7) bidders responded to the Notice Inviting Bids. The
apparent low bidder is All American Asphalt of Corona, CA for $559,027.00. The Engineer's
original estimate was $600,000.00 including contingencies and staff cost. The revised estimated
total project cost is $615,000.00 including 10% contingencies and staff cost. Staff is proposing
to transfer funds from the CDBG Contingency account to cover the shortfall.
3. RECOMMENDED ACTION
1. Award the contract in the amount of $559,027.00 to All American Asphalt, and authorize the
Mayor and City Clerk to execute the necessary documents on behalf of the City.
2. Approve the transfer of funds among the following accounts:

4. FISCAL IMPACT
CDBG funds of $587,584.47 are currently appropriated for this project. The Kelly Avenue
Rehabilitation, Center Street Rehabilitation, and Parker Street /Clark Street Sewer Relining
projects will not require additional funds, because the revised cost estimate is lower than the
budgeted amount. Any cost savings will be returned to the contingency account when the
projects are completed. The remaining four projects will require additional funds. Sufficient
funds will be available as follows for the projects upon the transfer of contingency funds.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
The Federal CDBG Program provides grant funds to enable eligible localities to upgrade Low
and Moderate Income Areas within their jurisdictions. Based on 2010 Census data and
supplemental 2014 American Community Survey, designated areas within the City of Orange
qualify for CDBG funds. Eligible activities include infrastructure upgrades such as street
improvements.
These streets were rated in the Citywide Pavement Management Program with a Pavement
Condition Index (PCI) ranging from 31 -55 (out of a maximum score of 100) indicating the need
for street rehabilitation. The scope of rehabilitation in general consists of, but is not limited to,
ADA compliant access ramps, localized removal and replacement of the existing pavement,
asphalt concrete overlay, removal and replacement of failed sections of curb and gutter,
driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve
covers to grade. The scope of sewer replacement consists of excavation and removal of existing

aging pipes, installation of 8" pipe, and replacement of manhole covers to grade. The scope of
sewer relining consists of coating the interior walls of the existing pipe.
The City Council previously approved advertisement for bids on July 14, 2015. The bid
solicitation was advertised on July 22, 2015 for a period of three weeks, and bids were opened on
August 13, 2015. The seven received bids are as follows:

The seven projects were bid together for economies of scale and ease of construction
coordination. The revised estimated total project cost is $615,000.00, which includes the
apparent low bid of $559,027.00, and approximately 10% contingencies and staff cost.
Bids for three street projects and the sewer replacement project are higher than the construction
funds budgeted. To cover the shortfall, staff is recommending transferring CDBG contingency
funds.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (c). The CEQA Notice of Exemption has been filed with the County Recorder's Office.
The proposed project is also categorically excluded from the provisions of the National
Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this
determination is on file.
Construction is scheduled to begin in October 2015 and is expected to be completed within forty -
five calendar days.
