Rejection of all bids for Bid No.145 -57; Drought Resistant Landscape Renovation for Water
Plant Headquarters and South Yard.
2. SUMMARY
Four (4) bids for the Drought Resistant Landscape Renovation for Water Plant Headquarters and
South Yard project were received and opened on July 16, 2015. The apparent low bidder, STL
Landscape, Inc., for $103,000.00, claimed that a clerical mistake was made which resulted in its
submitted bid being lower than it should have been. Since the second lowest bid received is
substantially higher than the lowest bid, staff recommends rejection of all bids.
3. RECOMMENDED ACTION
Reject all bids received.
4. FISCAL IMPACT
Funds are budgeted and are available in the following account:
600.8011.51401.00000 Repair Buildings and Fix Equipment $176,996.29

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
On June 9, 2015, the City Council approved the advertisement for the Drought Resistant
Landscape Renovation for Water Plant Headquarters and South Yard project. Four (4) bids were
received and opened on July 16, 2015. The results are as follows:

STL Landscape, Inc. $103,000.00
KASA Construction, Inc. $159,425.00
Mariposa Landscape, Inc. $200,103.00
Clean Cut Landscape $265,343.00
STL Landscape, Inc., the apparent low bidder at the bid opening, requested to be relieved of the
project claiming that a clerical error was made while filing out its bid. Upon reviewing the
evidence provided by STL Landscape, Inc., staff confirmed that the error was made and would
accept the request for withdrawal.
Since the second lowest bid, submitted by KASA Construction, Inc., was $159,425.00 which is
$56,425.00 or 54.8% higher than the lowest bidder, staff is recommending rejection of all bids.
