1. SUBJECT:
Consultant Services Agreement between Willdan Homeland Solutions and the City of Orange for
preparation of a Local Hazard Mitigation Plan (LHMP).
2. SUMMARY:
The City Council has previously authorized funding through a reimbursement grant award to be
used for development of a Hazard Mitigation Plan for the protection of life and property in the
City of Orange. Following a formal request for proposal process as part of the July 14, 2015
agenda item request, the Fire Department has selected Willdan Homeland Solutions as the
vendor for development of the plan.
3. RECOMMENDED ACTION:
Approve the agreement with Willdan Homeland Solutions for development of Local Hazard
Mitigation Plan (LHMP) in an amount not to exceed $43,895.92.
4. FISCAL IMPACT:
Funding to cover the development of the Hazard Mitigation Plan is available in the following
expenditure accounts:

5. STRATEGIC PLAN GOAL(S):

6 GENERAL PLAN IMPLEMENTATION
Public Safety Goal 1.0 Protect residents and businesses from seismic hazards and other
geologic constraints.
Policy 1.1 Minimize the potential loss of life and damage to structures that may result from an
earthquake.
Public Safety Goal 2.0 Protect the City from flood - related risks and hazards.
Policy 2.2 Protect critical public and private facilities located within areas subject to flooding
and dam inundation.
Public Safety Goal 3.0 Protect lives and property of Orange residents and businesses from
urban and wild land fire hazards.
Policy 3.1 Continue to identify and evaluate new potential fire hazards and fire hazard areas.
Public Safety Goal 4.0 Minimize risks to life, property, and the environment associated with
producing, using, storing, or transporting hazardous materials.
Policy 4.1 Assess potential risks of disposing, transporting, manufacturing and storing existing
hazardous materials, and develop appropriate mitigation measures in case of accidents.
7. DISCUSSION and BACKGROUND:
The City of Orange is required to develop a Hazard Mitigation Plan as a condition for receiving
certain types of non - emergency disaster assistance, including funding for mitigation projects.
The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93 -288), as
amended by the Disaster Mitigation Act of 2000, provides the legal basis for state, local and
tribal governments to undertake a risk -based approach to reducing risks from natural hazards
through mitigation planning.
The Pre - Disaster Mitigation (PDM) grant program provides funds to assist state, local, tribal and
territorial governments for hazard mitigation planning and projects on an annual basis, as
authorized by Robert T. Stafford Disaster Relief and Emergency Assistance Act (42U.S.C. 5121
et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of
providing a system of emergency preparedness for the protection of life and property in the
United States from hazards and to vest responsibility for emergency preparedness jointly in the
federal government, the states and their political subdivisions. The PDM program was put in

place to reduce overall risk to people and structures, while at the same time, also reducing
reliance on federal funding if an actual disaster were to occur.
Willdan Homeland Solutions is a single- source provider of hazard mitigation plan preparation
with experts who have emergency management experience working for Southern California local
governments. Willdan's project manager is located within 3 miles of the City of Orange
providing for quick turnaround, availability for impromptu meetings, conference calls, or
questions at any time without additional travel costs. Willdan's planners are extremely familiar
with the State of California and FEMA's legislative and regulatory requirements for hazard
mitigation plans and other emergency management plans. Willdan is a leading nation -wide
provider of consulting services with a primary market in emergency services management.
