1. SUBJECT
Agreement with Integrity Automated Solutions (IAS) for an amount not to exceed $37,960 for an
Energy Management System (EMS) and Access Door Upgrades for several city buildings.
2. SUMMARY
This agreement is to provide an EMS Orcaweb upgrade to Enteliweb and access door controllers
compatible with the Windows 8.1 operating system.
3. RECOMMENDED ACTION
Approve agreement and authorize the Mayor and City Clerk to execute the necessary documents
on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and are available in the following account:
100.5028.51700.00000 (Facility Maintenance) $ 86,200

7. DISCUSSION and BACKGROUND
The recent citywide software upgrade to Windows 8.1 revealed deficiencies in our existing
Energy Management System (EMS) and access door software. Neither our Delta based Orcaweb
3.3 EMS nor our Keri system access door control were able to migrate and remain functional
with Windows 8.1 due to the age of the applications.
Staff worked with our Delta certified Integrity Automated Solutions (IAS) contractor who
currently maintains our HVAC system to identify all needed software and hardware such as
access controllers and access system managers required for the upgrade.
The project scope consists of supplying all needed materials and software to upgrade the EMS
and the Keri Access System at City Hall, Corporation Yard, Community Services, Main Library
and the Water Division. IAS is supplying materials only and offering technical support. Facilities
staff will install all door controllers and correspondent hardware.
The benefit of having the EMS and Access Control web based upgrade is that access to both can
be gained from any city authorized computer and user. This will allow Facilities staff to respond
to requests for access or comfort control even when they are off site.
Another benefit of this web based upgrade is that the system will get automatic updates, glitch
resolution, and technical support through our annual subscription of about $1,200 /year. This will
insure both systems remain up to date and compatible with any future Windows operating system
upgrades.
Installation of upgrades is scheduled to begin in early October 2015 and is expected to be
completed within thirty calendar days.
