Bid No. 156 -01; Approve specifications and authorize solicitation for bids for the Annual
Installation of Traffic Striping, Pavement Markings, and Raised Pavement Markers Project (SP-
3923).
2. SUMMARY
The existing annual traffic striping contract is set to expire in August 2015. This solicitation will
invite competitive bids for providing the annual traffic striping and pavement markings services
necessary for the next year, with an option to extend the contract up to three additional years.
13. RECOMMENDED ACTION
Approve the specifications and authorize bid solicitation for Bid No. 156 -01 for the installation of
traffic striping, pavement markings and raised pavement markers citywide.

safety.
17. DISCUSSION and BACKGROUND
The City contracts, on an annual basis, the maintenance of traffic striping, pavement markings,
and raised pavement markers. The current contract with Orange County Striping was previously
extended to the maximum allowable four -year time frame and is set to expire in August 2015. The
advertisement and award of the Annual Installation of Traffic Striping bid is necessary in order to
adequately maintain pavement markings within the City's roadway network.
The proposed contract includes painting services for waterborne paint, thermoplastic paint, and
methyl methacrylate (MMA) materials. The majority of the markings around the City consist of
waterborne paint, but the thermoplastic and MMA materials are appropriate in certain applications
and have a longer useful life before requiring re- application. The use of these alternative materials
can save on long term maintenance costs when installed at appropriate locations.
The major arterials scheduled for restriping this fiscal year include segments of Main Street, Tustin
Street, Katella Avenue, and Chapman Avenue. $150,000 is budgeted in FY 2015/16 budget for
these services. Once bids are opened and actual prices are known, staff will return to the City
Council in September with a recommendation to award the contract to the lowest responsive and
responsible bidder within the City's approved funding amount.
As in the past, the maintenance contract will provide for an initial term of twelve months. The bid
specifications allows for contract extension for three (3), one -year periods upon agreement of the
City and contractor. Renegotiation of the amount and unit prices may be initiated by the City or
contractor as part of the agreement for each one -year extension, with price increases limited to two
percent (2 %).
