Bid No. 156 -03; Approval of plans and specifications, and authorization to advertise for bids for
construction of FY 2014 -15 Community Development Block Grant (CDBG) Street /Sewer
Improvement Projects: First Street, Kelly Avenue, Pixley Street, Center Street, Culver Avenue,
Parker Street and Clark Street (SP- 3922).
2. SUMMARY _771
Plans and specifications have been completed for the rehabilitation of First Street, Kelly Avenue,
Pixley Street, Center Street and Culver Avenue, and the sewer improvements on First Street,
Parker Street and Clark Street under the FY 2014 -15 CDBG Program. The project is ready to be
advertised for bids. The Engineer's construction estimate is $600,000.00 including
contingencies and staff cost.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the CDBG FY 14 -15
Street Improvement Projects.

enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
17. DISCUSSION and BACKGROUND
The Federal CDBG Program provides grant funds to enable eligible localities to upgrade Low
and Moderate Income Areas within their jurisdictions. Based on 2010 Census data, designated
areas within the City of Orange qualify for CDBG funds. Eligible activities include
infrastructure upgrades such as street improvements. The following streets qualify for CDBG
funds and have been selected for rehabilitation and sewer improvements.
1) First Street Rehabilitation: Chapman Ave. to North End
2) Kelly Avenue Rehabilitation: Lemon St. to West End
3) Pixley Street Rehabilitation: Culver Ave. to La Veta Ave.
4) First St. Sewer Replacement: Chapman Ave. to North End
5) Center Street Rehabilitation: First St. to West End
6) Culver Avenue Rehabilitation: Montgomery Way to Clark St.
7) Parker St. & Clark St. Sewer Relining: On property easement
These streets were rated in the Citywide Pavement Management Program with a Pavement
Condition Index (PCI) ranging from 31 -55 (out of a maximum score of 100) indicating the need
for street rehabilitation. The scope of rehabilitation, in general consists of, but is not limited to
ADA compliant access ramps, localized removal and replacement of the existing pavement,
asphalt concrete overlay, removal and replacement of failed sections of curb and gutter,
driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve
covers to grade. Also included are sewer improvements on First Street, and along a property
easement between Parker Street and Clark Street.
The seven projects will be bid together for economies of scale and ease of construction
coordination. The current total project cost estimate is $600,000 including 10% contingencies
and staff cost, while the available unencumbered balance is $594,958. At the time bids are

received and actual bid prices are known, staff may request an additional appropriation, if
necessary, to award the contract.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder's Office
upon Council's approval of the plans and specifications. The proposed project is also
categorically excluded from the provisions of the National Environmental Policy Act (NEPA)
under 24 CFR Section 58.35. Documentation of this determination is on file.
Construction is scheduled to begin in September 2015 and is expected to be completed within
forty -five calendar days.
