License Agreements for the use of public parking lots by three non - profit groups during the
annual Orange International Street Fair event on Labor Day weekend.
2. SUMMARY
Approval of a three -year License Agreement with three local non - profits for the use of City Hall
and Main Library and History Center parking lots for fundraising purposes during the Orange
International Street Fair.
3. RECOMMENDED ACTION
Authorize the City Manager to enter into License Agreements with selected organizations for the
proposed use of operating pay parking lots during the Street Fair.

There is no fiscal impact.

7. DISCUSSION and BACKGROUND
History
In 2000, the City Council authorized a License Agreement with the Orange Public Library
Foundation to operate paid parking lots during the annual Street Fair for fundraising purposes.
For fourteen years, the Library Foundation had been granted permission to utilize the Main
Library Parking lot. In 2011, the City Council, further granted use of the City Hall parking lots to
the OC Friends of Music and to Orange Elderly Services for the same purpose. These three
parking lots are granted on an annual basis without these groups having to enter into the annual
"parking lottery" which allocates the four additional public parking lots to other non - profits that
submit annual requests. The following lists the parking lots and the group assigned to each
parking lot:
Lot 1 - City Hall Parking Lot Civic Center A (112) — Orange Elderly Services
Lot 2 - City Hall Parking Lot Civic Center Lot B (53) spaces- OC Friends of Music
Lot 3 - Main Library Parking Lot (153) spaces — Orange Public Library Foundation
During the three -day event these groups collectively raised over $20,000 utilizing these public
parking lots as a fundraiser. The size of the parking lot is key in the amount of revenue each of
the groups raised during the three -day event.
Staff is recommending that we enter into a three -year License Agreement with these
organizations which provides an opportunity for these License Agreements to be brought back to
the City Council every three years for your review and approval. Further the License Agreements
now include sections that detail the responsibilities for each Licensee as it pertains to the use and
the conditions for which this License Agreement is granted. The existing conditions in the
License Agreement have been implemented and used for the past several years. These conditions
will become standard requirements with the approval of these License Agreements. It is
important to note that the other four parking lots which are part of the "Parking lot Lottery"
requires all non - profits to enter into similar License Agreements in order to operate the lots
during Street Fair.
