SUBJECT Award of Consultant Services Agreement to Michael Baker International for preparing Plans, Specifications, and Estimates for City Bridges Rehabilitation Project (SP- 3885). 2. SUMMARY This contract authorizes Michael Baker International to perform professional engineering services for preparing Plans, Specifications, and Estimates for City Bridges Rehabilitation Project. 3. RECOMMENDED ACTION Award the contract in the amount of $154,672.00 to Michael Baker International (Baker) and authorize the Mayor and City Clerk to execute on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0: Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of- way. 7. DISCUSSION and BACKGROUND The City owns and maintains fourteen bridges that cross the Santa Ana River, Santiago Creek Channel, or Collins Channel. These City bridges are listed on the National Bridge Inventory and therefore get inspected by Caltrans on a biannual basis. During the inspection performed by Caltrans in 2011, it was noted that eight of the fourteen bridges required certain maintenance efforts such as fixing minor concrete spalls and cracks, chaining, cleaning, and sealing the bridge decks with Methacrylate. City staff requested proposals from three (3) qualified engineering firms for the preparation of the Plans, Specifications, and Estimates for City Bridges Rehabilitation. Two (2) proposals were received, evaluated, and ranked as follows: 1) WKE 2) Michael Baker International Staff initiated fee negotiations with the top ranked firm, WKE, for the consultant services because their fee exceeded our budget. However, the City and WKE could not reach an agreement, so staff contacted the next ranked firm, Michael Baker International. Michael Baker International showed thorough understanding of the project scope, challenges, and requirements. Staff recommends awarding a contract to Michael Baker International. Baker's initial cost proposal was $179,322.00. Public Works staff was able to negotiate the fee down to $154,672.00. 8.
