SUBJECT Agreement between the City of Orange and Friendly Center, Inc., a California non - profit corporation, for the administration of After - School Community programs for school -age youth in Orange in the amount of $93,170.00. 2. SUMMARY Approval of a five -year operating agreement with Friendly Center, Inc. (FC), for the operation and administration of community -based After - School programs at three City facilities: El Camino Real Park, Grijalva Park, and Killefer Park. Year one would commence August 26, 2015 and expire on August 25, 2016. For the first year, the proposed agreement allocates $50,000.00 from the City's General Fund, combined with Community Development Block Grant (CDBG) funding in the amount of $43,170.00 to be used by the FC for staffing and program supplies. Funding in subsequent years of the agreement is dependent upon City Council allocation of funds during each year's budget process. 3. RECOMMENDED ACTION 1.) Approve Agreement between the City of Orange and Friendly Center, Inc. in the amount of $93,170.00 for FY 15 -16; and 2.) Authorize the Mayor and City Clerk to execute the Agreement on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION GOAL 5.0 Provide recreational facilities and programs that adequately serve the needs of residents. 5.2: Provide a range of high quality recreational facilities and programming to serve a broad cross section of residents, including youth, seniors, young adults, mature adults, and people with disabilities. 7. DISCUSSION and BACKGROUND Background In 1991, the City of Orange started After - School Recreation programs to address a need in some of the lower income areas of the City to provide enrichment activities for school -age youth who did not have other options during the after school hours. These free programs were targeted towards areas of the community which experienced high incidents of youth vandalism and crime, and no access to any recreational buildings or outdoor play space. The program included several school and park sites, and included a Mobile Recreation program that would visit neighborhoods with a high concentration of apartments and low income housing, yet not near a park. The purpose of the After - School programs were to offer recreational and educational activities after school that would build on the child's classroom experience and enhance their social skills. The programs were an alternative to these children going home to unsupervised activities and "latchkey" situations. In the past 18 years, the program has been offered by the City at Grijalva, Killefer,E1 Camino Park, and multiple neighborhoods through a mobile recreation van. Several years ago, the Mobile Recreation Van component was eliminated due to budget constraints, and since 1995 the City's After - School programs have received funding assistance from CDBG for the programs offered at City Park Sites, to help offset the General Fund expenditure. In 2011, City Council gave staff direction to look for alternative methods of providing the After - School program. Since FY 2011/12 our existing partner, FC, has been working with the City to provide After - School programs with recreation and tutoring components at El Camino Real, Grijlava, and Killefer Parks. Discussion ITEM 7/14/15 Due to a loss of funding, FC notified the City in January of 2015 that they would no longer be able to provide After - School programs beyond the end of the current school year unless more funding was available. Staff believes the After - School Programs in these neighborhoods are critical to the students and families' success. In looking at our current budget, Community Services was able to shift some part-time positions and free up an additional $50,000.00 of General Fund monies in the FY 15/16 annual budget. Combined with CDBG funds in the amount of $43,170.00, there is a total of $93,170.00 for After - School programs including recreation and tutoring components at three City park facilities. Due to the increased funding from the City, an RFP was circulated on April 30, 2015 to four potential local youth service providers including FC, Boys and Girls Club of Tustin, YMCA of Orange, and Campfire Orange County. FC was the only provider to respond with a proposal. FC's proposal indicates that they will need to utilize other funding sources in addition to the amount provided by the City of Orange, in order to provide the program at three sites. The FC will be relying on these other outside funding sources, as well as a partnership with Providence Supportive Employment agency, who will provide and pay for the majority of the staffing for the program. As this is a service contract, staffing comprises the majority of the program expenses. Staff is recommending approval of the attached Agreement that includes but is not limited to the following components: • This is a five -year agreement with funding in future years dependent upon CDBG Committee funding recommendations, and City Council allocation of funds during each year's budget process. • The program is open to all City residents on first come, first served basis. • It is a ten month program that coincides with the Orange Unified School District calendar. • 51 % of the overall number of participants must be considered low and moderate income in order to meet CDBG requirements. • The program is offered with appropriate staff -to -child ratios as outlined in the Agreement Scope of Work in order to maintain a safe and high - quality program. • The program is staffed with individuals that have passed background checks and meet City contract standards to include livescan fingerprints, TB test, drug screen, verification of Right to Work status, and a Megan's Law check. • The program is to include recreation components, enrichment activities and tutoring. • Program funding provided by the City must be used primarily for personnel directly serving the program, and secondly for other program- related costs. • Payment is provided on a reimbursement basis upon provision of services. Staff will continue to closely monitor the program and contract to ensure FC is meeting the established minimum program expectations that are outlined in the attached Agreement. 8.
