1. SUBJECT:
City of Orange Hazard Mitigation Plan (HMP) to be developed by Willdan Homeland Solutions.
2. SUMMARY:
The California Governor's Office of Emergency Services (Cal OES) has authorized a
reimbursement Pre - Disaster Mitigation (PDM) grant award to the City of Orange in the amount
not to exceed $74,974.15 for FY14 /15. This grant is to be used to offset costs accrued for the
development of the HMP (i.e. consultant, administrative supplies, overtime, etc.). The goal of
the PDM grant is to assist local government in establishing a Hazard Mitigation Plan for the
protection of life and property in the City of Orange.
3. RECOMMENDED ACTION:
Approve the expenditure for the City of Orange Hazard Mitigation Plan development to be
conducted by Willdan Homeland Solutions.
4. FISCAL IMPACT:
Funding to cover the development of the Hazard Mitigation Plan is available in the following
expenditure accounts:

6 GENERAL PLAN IMPLEMENTATION
Public Safety Goal 1.0 Protect residents and businesses from seismic hazards and other
geologic constraints.
Policy 1.1 Minimize the potential loss of life and damage to structures that may result from
an earthquake.
Public Safety Goal 2.0 Protect the City from flood - related risks and hazards.
Policy 2.2: Protect critical public and private facilities located within areas subject to flooding
and dam inundation.
Public Safety Goal 3.0 Protect lives and property of Orange residents and businesses from
urban and wild land fire hazards.
Policy 3.1 Continue to identify and evaluate new potential fire hazards and fire hazard areas.
Public Safety Goal 4.0 Minimize risks to life, property, and the environment associated with
producing, using, storing, or transporting hazardous materials.
Policy 4.1: Assess potential risks of disposing, transporting, manufacturing and storing
existing hazardous materials, and develop appropriate mitigation measures in case
of accidents.
7. DISCUSSION and BACKGROUND:
The City of Orange is required to develop a Hazard Mitigation Plan as a condition for receiving
certain types of non - emergency disaster assistance, including funding for mitigation projects.
The Robert T Stafford Disaster Relief and Emergency Assistance Act (Public Law 93 -288), as
amended by the Disaster Mitigation Act of 2000, provides the legal basis for state, local and
tribal governments to undertake a risk -based approach to reducing risks from natural hazards
through mitigation planning.
The Pre - Disaster Mitigation (PDM) grant program provides funds to states to assist state, local,
tribal and territorial governments for hazard mitigation planning and projects on an annual basis,
as authorized by Robert T. Stafford Disaster Relief and Emergency Assistance Act (42U.S.C.
5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of
providing a system of emergency preparedness for the protection of life and property in the
United States from hazards and to vest responsibility for emergency preparedness jointly in the
federal government, the states and their political subdivisions. The PDM program was put in
place to reduce overall risk to people and structures, while at the same time, also reducing
reliance on federal funding if an actual disaster were to occur.
The grant requires:
• The training, tuition, overtime, backfill, travel and per diem costs must be in accordance with
the City and Fire Department's approved travel policies;

• Payment of overtime expenses will be for work performed by employees in excess of the
established workweek, usually 40 hours. In no case is dual compensation allowable. The
agency must have incurred the expense of paying overtime to fill a position vacated by an
employee sent to training;
• All backfill and overtime must be tracked including the emergency personnel attending the
training and the personnel backfilling the vacant position;
• The City of Orange preserves and maintains all documents, papers and records relevant to the
consultant costs, overtime, backfill, travel costs per diem for a period of three years;
• The City of Orange shall provide all records and information pertaining to the grant to Cal
OES for quarterly reports.
