1. SUBJECT
Modify the current Neighborhood Parking Permit Program Policy and provide a report to the
City Council at the July meeting.
2. SUMMARY
The City Council directed the Public Works Department to modify the current Neighborhood
Permit Parking Program Policy and incorporate a number of changes regarding permit fees,
permit hours, the petition notification process, and the permit application form for use in future
permit parking requests.
3. RECOMMENDED ACTION
Approve the proposed neighborhood parking policy and implementation updates dated July 14,
2015.
4. FISCAL IMPACT
None. Any additional fees collected for the implementation of a permit parking area will offset
actual City costs.

of Old Towne.
7. DISCUSSION and BACKGROUND
At the May 12, 2015 City Council meeting, staff presented a number of possible policy and
implementation changes to the existing permit parking program. The City Council directed staff
to return in July with a draft policy that incorporates a permit program fee increase, implements
limited hours based on need, includes revisions to the permit petition, and proposes a new policy
increasing notification area and outreach to multi - family dwellings.
Following, for review and approval, are the policy changes based upon City Council direction at
the May 12, 2015 meeting:
• Increase in the application and processing fees. Staff calculated $2,500 for the cost of staff
time to process the application, initial parking investigation, issue the petition,
review /process the completed petitions, report preparation for the City Traffic Commission
and the City Council presentation, and to provide adequate notification. There will be two
steps for the application deposit/fee.
o Step one -the applicant will deposit $1,000 to be charged against for the cost of
application processing and parking investigation. The applicant will receive a refund of
any unused deposit.
o Step two -the applicant shall deposit $1,500 to be charged against the cost of issuing a
petition, review of the completed petition, report preparation for the City Traffic
Commission and the City Council presentation, and provide meeting notification. The
applicant will receive a refund of any unused deposit.
• Implement restricted hours for permit parking enforcement on an as- needed basis to address
Recreational Intrusions and Business Intrusions. The intent of this policy change is to
maximize the benefits of permit parking to the applicant neighborhood while minimizing
impacts to adjacent property use to balance parking need with quality of lifestyle.
o Institutional Intrusions (Universities, hospitals) shall remain 24/7/365.
o Recreational Intrusions (Parks, Schools and Sports Complexes) shall be enforced from
8:00 a.m. to 8:00 p.m. or as otherwise approved.
o Business Intrusions (Commercial Businesses) shall be enforced Monday through Friday
7:00 a.m. to 5:00 p.m. or as otherwise approved.

o Multi - family Intrusions (apartments, triplex, quad) shall be enforced Monday through
Friday 5:00 p.m. to 7:00 a.m. or as otherwise approved.
• Revise permit petition to indicate only property owners may initiate the permit process or
provide a completed and signed petition marking a vote for or against implementation of
permit parking. As requested at the May 12, 2015 meeting, questions regarding number of
registered vehicles, garage capacity, and driveways were removed from the petition. The
updated form incorporating these changes is attached.
• Develop a process to allow more participation of multi - family units during the petition phase
of the permit parking application process. This can be accomplished through an early and
increased notification process.
o Currently, the permit parking policy requires a minimum 300 -foot notification radius.
Staff proposed to increase this notification radius to expand beyond the 300 feet and
include adjacent properties that receive direct benefit from the availability of on- street
parking within the proposed permit parking zone.
o Notification would be provided early in the process, once step two is initiated and
petitions are circulated to the single - family homes. Early notification will allow for
tenants and property owners of multi - family dwelling units greater opportunity to reach
out to City staff, gather information about the process, and participate in the public
meetings at the Traffic Commission and City Council.
Providing permits to multi - family dwellings was considered but is not recommended. Should
permits be issued to multi - family dwellings, it is likely the single - family homes located closest to
the multi- family complexes will continue to see parking intrusion as an ongoing issue as these
spots will most likely be occupied at a much higher rate. Also unknown is a fair and equitable
way to determine an appropriate number of permits as every neighborhood is different in its
characteristics and parking demands. Additionally, regulation of the permits would be a
continuous challenge as the units frequently change occupants.
