A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION TO
FIRE CHIEF PATRICK DIBB OF THE ORANGE CITY
FIRE DEPARTMENT AND COMMENDING HIM FOR
THIRTY YEARS OF LOYAL AND DEDICATED
SERVICE.
WHEREAS, Patrick Dibb graduated from the University of California, Irvine in 1983
with a Bachelor of Science in Biological Sciences; he also holds an Associate of Science in
Fire Technology and Fire Administration; and
WHEREAS, he began his career as a Firefighter for the City of Orange in November
of 1985. Since then, he has honorably served the community as a Firefighter /Paramedic, Fire
Engineer, Fire Captain, Battalion Chief, Division Chief and Deputy Chief. He has also served
as management liaison to the Apparatus and Equipment, Centennial and Technical Rescue
Committees; and
WHEREAS, on July 26, 2011, Patrick promoted to the highest rank, Fire Chief of the
Orange City Fire Department. As Chief, he has commanded a 125- person department, which
protects the twenty -five square mile community of Orange, and a populous of over 250,000
people, Chief Dibb understands the importance of communication and collaboration both
internally within his department and externally within the community; and
WHEREAS, under his direction, internal improvements include: improved response
times, training reconfiguration, improved department communication, mentoring, regular
station luncheons with troops, updated policies / procedures and reconfiguration of suppression
forces. Internal disaster preparedness contributions include permanent generators and security
gates to all stations and the management of modifications to all stations for male and female
accommodations; and
WHEREAS, external improvements include improved response times, publishing the
department's 1st Annual Report, electronic reporting and consistent communication with
representatives from all areas of the community including city councilmembers, department
heads, business owners and citizens; and
WHEREAS, Chief Dibb's commitment to progress is evident as he continuously found
ways to improve upon his management duties. He was responsible for numerous grant monies
awarded to the City through Federal programs designed to assist local communities with
terrorism preparedness. Prior to retirement Chief Dibb was responsible for overseeing the
Fire Department budget, all grants, equipment and apparatus procurement, training programs,
regulatory compliance and departmental staffing; and
