1. SUBJECT
Resolution No. 10878; A Resolution of the City Council of the City of Orange declaring support
for an Energy Partnership between Southern California Edison Company (SCE), Southern
California Gas Company (SoCalGas) and the City of Brea to be known as "North Orange County
Cities Energy Partnership."
2. SUMMARY
Staff participated in the North Orange County Cities Energy Partnership scoping meetings. The
City of Brea took the lead role and worked with SCE and SoCalGas to approve a Partnership
Agreement. To participate in the Partnership, City Council will need to approve the attached
Resolution declaring support for the Energy Partnership. This will allow the City to receive
additional rebates on future energy projects. The level of rebate depends on what level the City
achieves in the Partnership.
3. RECOMMENDED ACTION
Adopt Resolution No. 10878 declaring support for an Energy Efficiency Partnership between
Southern California Edison Company, Southern California Gas Company and the City of Brea to
be known as "North Orange County Cities Energy Partnership."

6. GENERAL PLAN IMPLEMENTATION
Natural Resources Element Goal 2.0 Protect air, water and energy resources from pollution and
overuse.
Policy 2.9 — Promote City operations as a model for energy efficiency and green building.
Natural Resources Element Goal 3.0 Prepare for and adapt to the effects of climate change and
promote practices that decrease the City's contribution to climate change.
Policy 3.2 — Develop and adopt a comprehensive strategy to reduce greenhouse gasses (GHGs)
within Orange by at least 15 percent from current levels by 2020.
7. DISCUSSION and BACKGROUND
In February 2009, the Orange City Council adopted Resolution the "Orange Goes Green"
program. The program acknowledged the City's desire to operate in a more resource efficient,
environmentally friendly manner while also reducing log -term operating and maintenance costs.
The program outlines policies and future action items, and identifies resource efficiency in the
City Facilities and Operations as an area where the City should focus its efficiency efforts.
In January 2014, Staff attended a scoping meeting about the potential creation of a North Orange
County Cities Energy Partnership. Since then SCE and SoCalGas worked with the City of Brea
as the lead City to create the partnership. Each City was provided a draft agreement for
comment during the process. City Council needs to pass the attached Resolution to officially
participate. By participating the City will receive additional rebates for Energy projects on top of
the general programs implemented by SCE and SoCalGas. The program has 4 levels of
participation, and each level meriting larger rebates for Energy projects. There is no financial
commitment to participating in the program. However, the partnership has energy reduction
goals. And it is the goal of both SCE and SoCalGas to reduce energy use through completed
Energy projects. The partnership will track the energy reductions of both the Partnership and the
individual City's within.
Currently, there is one project included in the FY 15 -16 CIP, Project #19835 — Civic Center
Buildings HVAC Replacement with a total budget of $300,000. More potential energy efficiency
projects have been identified for future fiscal years that include HVAC replacements for Fire
Station Headquarter, Taft Library, Senior Center, and LED Retrofit for city owned street lights.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE DECLARING SUPPORT
FOR AN ENERGY PARTNERSHIP BETWEEN
SOUTHERN CALIFORNIA EDISON COMPANY,
SOUTHERN CALIFORNIA GAS COMPANY,
AND THE CITY OF BREA TO BE KNOWN AS
"NORTH ORANGE COUNTY CITIES ENERGY
PARTNERSHIP"
WHEREAS, the City of Orange supports "energy efficiency" initiatives, policies,
and construction standards in order to ensure that our communities follow and encourage
sustainable practices; and
WHEREAS, local demand for electricity has grown, and it is expected that
demand for electricity will continue to grow in the near future to support a growing
population and economy; and
WHEREAS, citizens and businesses spend significant amounts for energy, it
makes economic sense and good public policy to encourage energy efficiency at City
facilities and within our community; and
WHEREAS, energy efficiency programs enhance our environment by improving
air quality, reducing greenhouse gases and other pollution, and conserving natural
resources; and
WHEREAS, it is vital for our community to keep spending locally and to
encourage innovations in the way we behave, build, and incorporate energy into our
everyday business and personal lives; and
WHEREAS, there is a growing movement within California communities and
businesses to improve everyday practices and create more sustainable and "greener"
cities; and
WHEREAS, the communities comprised of the North Orange County Cities
Energy Partnership seek to promote innovative methods and state -of -the -art technologies
used in the design and construction of new residential and commercial buildings within
the region, in order to bring energy and natural resource consumption in line with our
sustainability goals; and
