Award of Contract - Bid No. 145-50; Asphalt Replacement at Various Locations FY 15 -16.
2. SUMMARY
Three bids for the Asphalt Replacement at Various Locations FY 15 -16 were received and
opened on June 4, 2015. The apparent low bidder is All American Asphalt for $673,000.00.
3. RECOMMENDED ACTION
Award a contract for $673,000.00 to All American Asphalt and authorize the Mayor and City
Clerk to execute the necessary documents on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and are available in the following account:
600.8041.53830.00000 Asphalt Products $700,000.00

community.

Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
The City Council previously approved the advertisement for bids on May 12, 2015. Three bids
were received and opened on June 4, 2015. The results are as follows:

All American Asphalt is the low bidder. As a result, staff conducted reference checks with other
agencies that have done business with All American Asphalt including the Cities of Fullerton,
Santa Ana, and Beverly Hills. All agencies contacted gave good reviews on the performance of
All American Asphalt. Therefore, staff recommends that All American Asphalt be awarded the
contract for $673,000.00 for the Asphalt Replacement at Various Locations FY 15 -16.
Work items will include traffic control, removal of temporary asphalt concrete, saw cutting and
grinding, paving and overlay, slurry seal, and adjustment of utility valves and covers to grade.
The scope of work includes all labor, equipment, and materials necessary to repair the asphalt
concrete patches on an "as needed" basis.
The term of the contract is for one year. The contract can be renewed annually with approval of
City Council for four more years if the City is satisfied with the performance and level of service
from the contractor. The cost for the initial year is $673,000.00. Each subsequent year is
subject to a formula -based consumer price index (CPI) with the adjustment cap of no greater than
2 %.
