1. SUBJECT
Approval of an agreement with Clean Cut Landscape to install Calsense central irrigation system
controllers at Eisenhower, Olive, Handy, Pitcher, and Hart Parks for an amount not to exceed
$100,815.00.
2. SUMMARY
This agreement with Clean Cut Landscape will upgrade the existing irrigation systems to
centralized irrigation systems that utilize weather data, allowing for better management through
remote access and the potential for significant water savings.
3. RECOMMENDED ACTION
1.) Approve the agreement with Clean Cut Landscape to install Calsense Irrigation System
Controllers; and
2.) Authorize the Mayor and the City Clerk to execute the agreement on behalf of the City.
4. FISCAL IMPACT
Funds are available to cover the cost of the Calsense installation as follows:

Natural Resources Element Goal 2.0: Protect our water and energy resources from pollution
and overuse.
Policy 2.3: Reduce the amount of water used for landscaping through the use of native and
drought - tolerant plants, proper soil preparation, and efficient irrigation systems as parks are built
or renovated.
7. DISCUSSION and BACKGROUND
Background
Eisenhower, Olive, Handy, Pitcher, and Hart Parks comprise over 74 acres of landscape, lighting,
and other infrastructure maintained by the City under service agreements. The cost for all
maintenance in the parks, including irrigation water, has steadily increased in recent years and the
aging infrastructure is demanding more resources to maintain it. The irrigation system is extensive,
providing water to turf, shrubs and trees throughout the parks. Governor Brown's recent Executive
Order B -29 -15 has dictated that the City show a 28% decrease in water usage. A significant
reduction in irrigation water use through improved efficiency in its delivery is imperative to meet
the mandate.
Other efforts are being planned and implemented as part of an overall, comprehensive plan to
reduce water consumption in City landscapes. These include future removal of turf in parks and
other City facilities, replacing it with drought - tolerant plant designs; retrofitting irrigation systems
to low flow, sub - surface type designs; mulching planters; and as funds are available, continuing
education to staff on water management and irrigation technology.
Discussion
In an effort to accomplish ongoing reductions in water consumption for public landscape, the
Community Services Department is proposing to replace irrigation controllers throughout the five
parks with Calsense centralized irrigation control systems. Calsense irrigation control systems
have already been introduced at other City parks and are proving to accomplish significant savings
as well as maximizing staff's ability to more effectively manage the systems throughout the City.
The Community Services Department advertised Bid 145 -48 and received bids from two (2)
companies. The lowest responsible bid was received from Clean Cut Landscape for $91,650.00. It
is recommended that the contract include a 10% contingency of $9,165.00 for unforeseen
conditions which may arise, for a total contract amount not to exceed $100,815.00.
In a separate agenda item for Council consideration is an award of contract for purchase of the
Calsense equipment in the amount of $91,719.86.
The work is scheduled to begin in July of this year and be completed within 90 days. Additional
parks will be retrofitted with Calsense irrigation control systems in the 15/16 FY CIP cycle. Efforts

will continue over the next 5 -6 years with the eventual retrofit of all parks to weather -based
irrigation control systems. Other City facilities will be addressed as funds are made available.
