SUBJECT Appropriation of FY 13 and FY 14 redistributed Edward Byrne Memorial Justice Assistance Grant (JAG) funds for the purchase of an additional year of wireless monitoring for the electronic stakeout GPS devices purchased with FYI money. 2. SUMMARY The U.S. Department of Justice has determined that the Anti -Drug Abuse Enforcement Team Program, commonly known as PROACT, is no longer a priority funded program through the JAG. The amount of FY 13 and FY 14 funds previously allocated by the City are being redistributed back to the City. The amount for FY13 is $594 and for FY14 it is $1,208. The Department would like to use these funds to purchase additional wireless monitoring for the electronic stakeout GPS devices. 13. RECOMMENDATION 1. Accept into the City's revenue budget $594 from the County of Orange into revenue account number 353.4011.45150.30023, Federal Grants -2013 JAG. 2. Appropriate $594 from account 353.4011.45150.30023, Federal Grants -2013 JAG, to account 353.4031.55131.30023, Federal Grants- Equipment -2013 JAG, for the purchase of wireless monitoring for the electronic stakeout GPS devices. 3. Accept into the City's revenue budget $1,208 from the County of Orange into revenue account number 353.4011.45150.30003, Federal Grants -2014 JAG 4. Appropriate $1,208 from account 353.4011.45150.30003, Federal Grants -2014 JAG, to account 353.4031.55131.30003, Federal Grants- Equipment -2014 JAG, for the purchase of wireless monitoring for the electronic stakeout GPS devices from 3SI Security Systems, the original vendor. 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of purchasing an additional year of wireless monitoring of the electronic stakeout GPS devices as follows: 353.4031.55131.30023 Federal Grants - Equipment 2013 JAG $ 594 353.4031.55131.30003 Federal Grants - Equipment -2014 JAG $1,208 ITEM 3. � a 1 7/14/15 5. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the art- technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 1 DIS CUSSION and BACKGROUND I Public Law 109 -162 is the funding authority for the federal Department of Justice JAG Program. As in past years, all Orange County cities and the County have submitted a joint application. In February 2015, the County notified all participating cities that the Anti -Drug Abuse Enforcement Team Program, known as PROACT, was no longer a priority funded program. All original allocation amounts for FY 13 and FY14 were to be redistributed back to the cities. For Orange, $594 in FY 13 and $1,208 of FY14 funds have been returned. The Department would like to allocate both years funding to purchase an additional year of wireless monitoring for the electronic stakeout GPS devices from 3SI Security Systems, the original vendor. The annual cost is $300 per month or $3,600 annually. There is a remaining balance of $1,230.40 for FY14 that has been carried over to FY16. When the additional $594 of FY 13 and $1,208 of FY14 funds are added, the total available funding is $3,032.40. The difference of $567.60 will come from Department budgete funds. 18.
