1 DIS CUSSION and BACKGROUND I
Public Law 109 -162 is the funding authority for the federal Department of Justice JAG Program.
As in past years, all Orange County cities and the County have submitted a joint application. In
February 2015, the County notified all participating cities that the Anti -Drug Abuse Enforcement
Team Program, known as PROACT, was no longer a priority funded program. All original
allocation amounts for FY 13 and FY14 were to be redistributed back to the cities. For Orange,
$594 in FY 13 and $1,208 of FY14 funds have been returned.
The Department would like to allocate both years funding to purchase an additional year of
wireless monitoring for the electronic stakeout GPS devices from 3SI Security Systems, the
original vendor. The annual cost is $300 per month or $3,600 annually. There is a remaining
balance of $1,230.40 for FY14 that has been carried over to FY16. When the additional $594 of
FY 13 and $1,208 of FY14 funds are added, the total available funding is $3,032.40. The
difference of $567.60 will come from Department budgete funds.
