SUBJECT Resolution No. 10875: A Resolution of the City Council of Orange offering support for the County of Orange's efforts to develop a year -round homeless emergency shelter and multi- service center for North Orange County. 2. SUMMARY County of Orange has been working done considerable work with several cities and other partners towards the establishment of a permanent homeless emergency shelter and service center. To this end, the County is purchasing a property at 1000 North Kraemer Place in Anaheim to be used for the proposed shelter. The need for a year -round homeless emergency shelter coupled with a multi - service center in North Orange County is a critical need. 3. RECOMMENDED ACTION Approve Resolution No. 10875: A Resolution of the City Council of Orange offering support for the County of Orange's efforts to develop a year -round homeless emergency shelter and multi- service center for North Orange County. 4. GENERAL PLAN IMPLEMENTATION Housing Element Policy Action 16: Homeless Services Continue to support local and inter jurisdictional efforts to reduce temporary and chronic homelessness. The City of Orange shall continue to promote a comprehensive approach to addressing homelessness consistent with the Continuum of Care model. The City shall coordinate with 2 -1 -1 Orange County, non - profit entities, the Orange County Housing Authority and other applicable government agencies to provide a range of services and housing opportunities for homeless persons in Orange. 7. DISCUSSION and BACKGROUND For the past several years, the County has increased services and efforts to better address and serve the needs of the homeless population and has made significant progress. Through the efforts of the County, the Orange County Commission to End Homelessness, non - profit service providers and faith -based organizations have developed a number of programs, services and tools to assist in addressing this very complex issue. As part of this effort, the County has worked with several cities and other partners towards the establishment of a permanent homeless shelter and service center in North County. The need for a year -round homeless emergency shelter coupled with a multi - service center in North Orange County is a critical need. The County of Orange's commitment to develop this type of a facility is a component of the County's Ten -Year Plan to End Homelessness. At their June 2, 2015 Board of Supervisors meeting, the Board approved the purchase of a potential site within the City of Anaheim located in an industrial area at 1000 North Kraemer Place for development of a year -round emergency shelter and multi - service center. In an effort to inform area businesses and residents Supervisor Spitzer has committed to conducting at least wo community meetings. His goal is involve area residents and businesses in helping to shape the types of services and programs that will be offered at the Kraemer Place Facility. Resolution No. 10875 offers the City of Orange's support of the County's efforts to establish a North Orange County year -round homeless emergency shelter and multi - service center. The cities of Anaheim, Fullerton and Placentia have all adopted resolutions supporting the County's efforts. 8. ATTACHMENTS Resolution No. 10875 ITEM 6/9/15 RESOLUTION NO. 10875 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE OFFERING SUPPORT FOR THE COUNTY OF ORANGE'S EFFORTS TO DEVELOP A YEAR -ROUND HOMELESS EMERGENCY SHELTER AND MULTI - SERVICE CENTER FOR NORTH ORANGE COUNTY WHEREAS, non - profits, faith -based organizations, local governments, including the City of Orange and the County of Orange, are concerned about homelessness in Orange County and continue to work tirelessly to identify effective solutions that will result in permanent housing; and WHEREAS, while the ultimate goal is permanent housing for the homeless, there still is an urgent need for a year -round emergency shelter and multi - service center in North Orange County to meet the critical needs of the homeless and to address a pressing social issue that is deeply impacting local businesses and communities; and WHEREAS, the County has adopted a Ten -Year Plan to End Homelessness including a strategy to develop year -round emergency shelters to replace the seasonal emergency shelter program; and WHEREAS, the County is considering a potential site within the City of Anaheim, located in an industrial area on Kraemer Place, which the cities of Fullerton and Anaheim have indicated support for and the County desires to work in a collaborative fashion and receive the support of local jurisdictions; and WHEREAS, the Orange Police Department through its HEART project (Homeless Engagement Assistance Resource Team) could avail itself of this tool as a valuable resource in solving the problem of homelessness within Orange; and WHEREAS, this shelter would assist the City of Orange in its goal of meeting the housing needs of all as recently recognized in amendments adopted to the City's Housing element; NOW, THEREFORE, the City Council of the City of Orange does support the County of Orange's efforts to purchase the property on Kraemer Place for the intended purpose of establishing a year -round homeless emergency shelter and multi - service center for North Orange County.
