1. SUBJECT
Request to close the Orange Public Library & History Center (OPL & HC) and the two branches
(Taft & El Modena) as follows:
Friday & Saturday, July 3rd & 4 (all branches closed)
Friday, September 4 (OPL & HC closed from 2:30 - 6 p.m.)
Saturday, September 5 (OPL & HC closed all day)
Monday, January 18 (all branches closed all day)
2. SUMMARY
Closure of Orange Public Libraries to accommodate various events as indicated in Item 1.
3. RECOMMENDATION / ACTION
Close Orange Public Library facilities to the public as requested for FY 15 -16.
4. FISCAL IMPACT
There is no fiscal impact to temporary closure of the Orange Public Libraries.

Cultural Resources element Goal 5: Meet the educational, cultural, civic information, recreation,
business, and life -long learning needs of residents through the provision of library resources.
7. DISCUSSION and BACKGROUND
This request is for all known closures for FY 15 -16.
July 3 11 & 4 11 — The Library is normally open every Saturday; however this year July 4 th falls on
a Saturday. The City will be closing on July 3rd because when a holiday falls on a Saturday, the
preceding Friday will be taken in lieu of the actual date on which the holiday falls. Closure of
the Orange Public Libraries is recommended for both July 3r & 4 th in order to coincide with the
City's closure & the actual holiday.
September 4 11 & 5 11 — Because of the Orange International Street Fair that takes place every
Labor Day weekend, the OPL & HC closes early on Friday and all day on Saturday. The Library
parking lot is used as a fundraising lot, and therefore it is not feasible to remain open. Both Taft
and E1 Modena Branch Libraries maintain their regular business hours during this time. Full -time
staff scheduled to work Saturday will take vacation time or work at the branches instead.
January 18" — Due to the Library's commitment to the City's goal to provide outstanding public
service, the Library conducts Staff Development Day. This will be the Library's 4 th Staff
Development Day in the past six years. A day for the staff to work together on goals, objectives,
and training is needed. The Friends of the Orange Public Library have donated funds to cover
the cost.
Monday, January 18 was selected as the date since it is one of the least busy days of the year as
it is a federal and local school holiday in honor of the birthday of Martin Luther King Jr. Staff
Development Day would be held from 8:00 — 5:00 p.m. at the Orange Public Library & History
Center. Attendance would be mandatory.
Notification of the above closures will be done as usual through library signage, printed
calendars, and online.
