SUMMARY Purchase of two aerial lift trucks from Altec Industries, Inc., located in Pomona, California through a Cooperative Purchase Agreement with National Joint Powers Alliance (NJPA). Both vehicles are for the Public Works Department. 13. RECOMMENDED ACTION 1. Authorize the purchase of two aerial lift trucks from Altec Industries, Inc. 2. Authorize the City Manager to surplus the replaced vehicles. 14. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. 1 7. DISCUSSION and BACKGROUND After review of the current vehicle replacement list, it was determined that it was necessary to purchase two vehicles for the Public Works Department. The two pieces of equipment to be replaced were purchased in 2000 and 2002. These two vehicles were placed on the approved vehicle replacement list in the fiscal year (FY) indicated below: From FY 14/15: Two aerial lift trucks for the Public Works Department These vehicles are utilized by the City's Traffic, and Maintenance and Operations (Signs /Striping) Divisions, respectively, to maintain the City's traffic signals and traffic signage. These two vehicles have been identified for replacement due to their high usage, high mileage, and increased repair costs. They are becoming difficult to keep operational and require additional oversight, attention, and maintenance. City staff met with Altec Industries, Inc. in late 2014 to formulate the bid specifications for these vehicles. During these discussions we were notified that Altec had been awarded a NJPA contract via a national competitive bidding process. This Cooperative Purchase Agreement process has been frequently used by the City, meets all of our open bid requirements and has been approved by the City's Purchasing Department. Should the purchase be approved the delivery of the vehicles will be approximately 200 calendar days. In addition to the purchase of these vehicles, safety lighting outfitting is needed, some of which will be removed from existing vehicles. Additional funds have been set aside within the budget to meet any standard outfitting needs. The vehicles to be replaced are unit numbers 1314 and 1443. 8.
