SUBJECT Award of Contract - Bid No. 145-39; Well No. 27 Equipping Plan (W -659) 2. SUMMARY Two bids for Well No. 27 Equipping Plan (W -659) were received and opened on May 7, 2015. The apparent low bidder is Cora Constructors, Inc. for $2,244,587.00. 3. RECOMMENDED ACTION 1. Transfer $300,000.00 from Acct. No. 600.8011.56411.18120 (Well 28 Construction) to Acct. No. 600.8011.56411.18119 (Well 27 Construction). 2. Authorize the appropriation of $200,000.00 from the Water Fund Unreserved Fund Balance to Account No. 600.8011.56411.18119 (Well 27 Construction). 3. Award a contract in the amount of $2,244,587.00 to Cora Constructors, Inc. and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND The proposed Well No. 27, located at 140 S. Jameson Street, is adjacent to the Water Division parking lot. This site was part of the former OCFA site. Well No. 27 will replace existing wells 4, 5 and 14 located nearby. These existing wells have reached the end of their useful life and are failing. The first phase of construction for Well 27 consisted of drilling and test pumping to determine actual well performance and capacity. This was completed October 2014 and it was concluded that the well could produce approximately 3,000 gallons per minute of potable water. The second phase of the project, the equipping phase, includes the installation of pump and motor, discharge piping, an electrical and chlorine building, emergency power generator, fencing, and landscaping. This phase of the project is now ready for final construction. Funding currently available for Well 27 Construction is $1,301,382.43. There is an additional $500,000.00 budgeted in FY 15 -16 for this project. Staff requests transferring $300,000.00 from Well 28 Construction account and appropriation of $200,000.00 from the Water Fund Unreserved Fund Balance to cover the remaining cost. After transfer and appropriation, total funding available to cover the cost of Well 27 Construction is $2,301,382.43. The City Council previously approved advertisement for bids on March 10, 2015. Two bids were received and opened on May 7, 2015. A third potential bidder, SCW Contracting, declined to bid due to their current workload. The Engineer's estimate for this project is $1,900,000.00. The results of the bid opening are as follows: CONTRACTOR AMOUNT Cora Constructors, Inc. $2,244,587.00 Pascal & Ludwig Construction $2,478,975.00 ITEM 6/09/15 N Staff conducted reference checks with other agencies including the City of Riverside, City of Compton, and Mojave Public Utility. All agencies contacted gave good reviews on the performance of Cora Constructors, Inc. Cora Constructors, Inc. also successfully completed the Cannon Pump Station for the City of Orange in 2010. Staff recommends that Cora Constructors, Inc. be awarded the contract for $2,244,587.00 for the Well No. 27 Equipping project. Construction is scheduled to begin in July 2015 and is expected to be completed within 300 calendar days. 8.
