SUBJECT Award of Contract: Bid No. 145 -53; Sewer Line Replacement at Various Locations Project, FY 2014 -15 (S -237). 2. SUMMARY Bids for Sewer Line Replacement at Various Locations Project, FY 2014 -15 were received, and opened on May 28, 2015. Ten bidders responded to the Notice Inviting Bids. The apparent low bidder is Vasily Company, Inc. of Shadow Hills. However, Vasily Company, Inc. requested to withdraw due to clerical errors, and therefore Vasilj, Inc. of Irwindale is the apparent lowest bidder. 3. RECOMMENDED ACTION 1. Approve Vasily Company, Inc. of Shadow Hills withdraw bid request; and 2. Accept the next lowest bid, and award the contract to Vasilj, Inc. of Irwindale, a California in the amount of $1,043,300.00 and authorize the Mayor to execute and the City Clerk to attest the contract on behalf of the City. 4. DISCUSSION and BACKGROUND The City Council previously approved advertisement for bids in its May 12, 2015 meeting. The bid solicitation was advertised on May 13, 2015 for a period of two (2) weeks, and bids were opened on May 28, 2015. Ten (10) bidders submitted proposals as follows: After the bid opening, Vasily Company, Inc. of Shadow Hills submitted a written request to withdraw of bid due to clerical errors of California Public Contract Code Section 5103 "Mistake of Bid ". Staff reviewed the documentation provided by Vasily, recognized Vasily's clerical errors, and decided Vasilj, Inc. of Irwindale was the next lowest bid in the amount of $1,043,300.00. The Sewer Maintenance crew provides information from their field observations of the sewer system to Engineering Design on a continuous basis. As result of this feedback, the following sewer segments need to be replaced: Glassell St. from Hart Park to La Veta Ave., Glassell St. from Palm Ave. to Collins Ave., La Veta Ave. from Olive St. to Glassell St., and Earlham St. from Ruth Pl. to South end cul -de -sac. These locations have been requiring a higher than normal ITEM 2 06/09/15 O Printed on Recycled Paper level of maintenance service for several reasons but generally it is due to offset joints, tree roots, broken sections, and /or being undersized. The project addresses the maintenance issues by replacing existing 6" lines with approximately 6,000 linear feet of 8" clay lines and reconnecting the service laterals. The substandard mainline on Glassell needs to be replaced ahead of planned street rehabilitation in the next couple of year. The proposed sewer replacement is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (b). The Notice of Exemption has been filed with the County Recorder's Office. Construction is scheduled to begin in July 2015 and is expected to be completed within ninety calendar days. 18.
