Bid No.145 -57; Drought Resistant Landscape Renovation of the Water Plant Headquarters and
South Yard (W -673); Approval of plans and specifications and authorization to advertise for
bids.
2. SUMMARY
Plans and specifications have been completed for the Drought Resistant Landscape Renovation
for Water Plant Headquarters and South Yard. This project is ready to be advertised for bids.
The preliminary cost estimate is $80,000.
13. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids the Drought Resistant
Landscape Renovation for Water Plant Headquarters and South Yard Project (W -673).

Funds are budgeted and are available in the following accounts:

6. GENERAL PLAN IMPLEMENTATION

needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.2: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
In an effort to save water and to promote water conservation during this drought, the Water
Division is planning to remove and replace the existing lawns at the Water Plant Headquarters on
Water Street and the South Yard on Almond Ave. (approximately 11,000 square feet) with
drought tolerant plants. As a part of this project, the existing irrigation system will be replaced
with a much more efficient drip line irrigation. The new drip irrigation system will be controlled
by a smart irrigation timer, which will further boost water savings by automatically adjusting the
schedule and amount of water based on the types of plants, soil moisture, and weather conditions.
The Water Division has applied for rebates through the turf removal, smart irrigation timer, and
spray -to -drip conversion programs offered by the Municipal Water District of Orange County.
Based on the current rebate levels, the total rebate from these programs is estimated at
approximately $22,000.00.
In addition to reducing current water irrigation usage by about 30 %, upon completion, these two
renovated landscape areas will be excellent examples of California friendly landscapes for the
public who would like to replace their existing landscape with water tolerant plant species and
effective irrigation products while taking advantage of the available rebate and incentive
programs.
The general scope of work consists of removal of existing trees and turf, installation of new drip
line irrigation system, smart irrigation controller, construction of new curb and gutter, driveway
and alley apron reconstruction, soils preparation, and planting new trees and drought tolerant
plants.
