1. SUBJECT
Bid No. 145 -37; S -236: Sewer Line Cleaning and Video Inspection, rejection of all bids.
2. SUMMARY
Public Works received four bids for Sewer Line Cleaning and Video Inspection as a result of the
Notice Inviting Bids. Bids were opened on April 30, 2015 and all bids received were higher than
the available project funding. Staff recommends rejection of all bids and seeks the authorization
to re- advertise the project with a reduced scope of work.
3. RECOMMENDED ACTION
1. Reject all bids received.
2. Authorize staff to re- advertise this project with a reduced scope of work.
4. FISCAL IMPACT
Upon approval of the Fiscal Year 2015/16 budget, Capital Improvement Program funds will be
available in the following account:
220.5022.56510.15509 (Sewer Cleaning and Video) $ 200,000

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Goal 1.0 Ensure water, sewer, and storm drain systems that meet the needs of
residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Policy 1.5: Investigate and carry out cost - effective methods to reduce storm water infiltration into
the sewer system.
Implementation Plan: Program II -6 — Correct Sewer System Deficiencies.
7. DISCUSSION and BACKGROUND
The City Council previously approved the advertisement for bids at the March 10, 2015 meeting.
The bid solicitation advertised on March 11, 2015 for a period of 50 calendar days with bids
opened on April 30, 2015. Four bidders submitted proposals as follows:
1) Innerline Engineering $351,400.00
2) Hoffman Southwest Corp, DBA PPS $361,900.00
3) Houston & Harris PCS, Inc. $401,531.66
4) Nor -Cal Pipeline Systems $453,250.29
Upon review of bids received, staff determined that the total cost for the contract based on the
original scope of work provided for this bid would exceed the total available funding. A
comparison of the current bid unit pricing with the previous contract unit pricing shows there has
been an increase of over 100 %. For example, the existing contract pricing for "routine sewer line
cleaning" is $0.266/LF; the pricing received for the same scope of work is now bid at $0.61/LF.
The engineer's estimate for this project was originally based on existing unit pricing. Staff is
recommending rejection of all bids and requesting authorization to re- advertise the project with a
reduced scope of work. Staff will provide a new scope of work that focuses on only the essential
aspects of the project such as sewer line cleaning.
This work is required in order to mitigate sewer spills and to stay in compliance with the State
Water Resources Control Board (SWQCB) Order No. 2006 -0003- DWQ entitled Statewide
General Waste Discharge Requirements for Sanitary Sewer Systems. In addition, the data
gathered during video inspection of the sewer lines is used to identify infrastructure deficiencies
and plan for CIP projects.
