SUBJECT Agreements between the City of Orange and County of Orange for Provision of Point of Dispensing (POD) Site Equipment Services and Provision of Point of Dispensing Site Services. 2. SUMMARY A POD is a location at which medical interventions (i.e., vaccinations or medications) are provided during a public health emergency. The Countywide POD exercise is scheduled for October and these agreements are necessary to participate, receive necessary equipment and to be reimbursed any incurred costs. 3. RECOMMENDATION When received from the County, approve the Agreements between the City of Orange and County of Orange Provision of Point of Dispensing (POD) Site Equipment Services and Provision of Point of Dispensing Site Services and authorize the Mayor and the City Clerk to execute the agreement on behalf of the City. 4. FISCAL IMPACT None. 5. STRATEGIC PLAN GOAL(S) 1 c. Provide for a Safe Community — Enhance the emergency management system to provide public safety during times of disaster. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 8.0 Emphasize emergency preparedness both within City Hall and throughout the community. DISCUSSION and BACKGROUND A Point of Dispensing (POD) site is a federally instituted best practice model designed to provide medications, vaccines, or medical supplies to a large community of healthy people during a health emergency. POD sites will be activated in order to provide medication and /or medical supplies to the healthy community prior to the onset of illness in order to decrease illness and prevent death. POD sites are locations that are both familiar and easily accessible to the community (i.e. schools, community centers, churches, etc.) and are designed to serve as a place for the public to come and receive their medications, vaccines and medical supplies. The ultimate goal of a POD is to quickly provide these items to a large number of people in a short period of time. The Orange County Health Care Agency has determined in order to adequately serve the population of the City of Orange, it will require a minimum of (3) POD site locations dispersed throughout the city. The anticipated locations included in the plan include: 1) Grijalva Park & Sports Center (368 N. Prospect St., Orange, CA) 2) Santiago Canyon College (8045 E. Chapman Ave., Orange, CA) 3) St. Norbert's Catholic Church (300 E. Taft Ave., Orange, CA) On October 16, 2015, Orange County Health Care Agency and the City of Orange Police and Fire Departments will participate in a joint, full -scale exercise. This drill will test and evaluate the POD site plan using the guidelines set forth by Homeland Security Exercise and Evaluation Program (HSEEP) requirements. This exercise will implement the processes by providing seasonal influenza vaccines to public participants. The Department may return to Council prior to the actual exercise to request funding for staff costs once they are determined. The County will reimburse both planning and actual exercise expenditures. 8. ATTACHMENTS • None ITEM 6/9/15
