1. SUBJECT
Agreement between the City of Orange and California Forensic Phlebotomy (CFP), Inc. to take
evidence in incidents that involve DUI and drugs for the Police Department.
2. SUMMARY 771
CFP collects blood evidence and transports the evidence to the Orange County Sheriff Crime
Laboratory and provides court testimony regarding evidence for the Police Department. The
proposed Agreement is for the period July 1, 2015 through June 30, 2016.
3. RECOMMENDATION
Approve the Consultant Services Agreement between the City of Orange and CFP in an amount
not to exceed $100,000 and authorize the Mayor and the City Clerk to execute the agreement on
behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and will be available with the adoption of the FY 16 budget as follows:
100.4041.51670 (Traffic -Other Professional & Consulting Services) $100,000

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the
art- technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.

7. DISCUSSION and BACKGROUND
Since 1989, the Police Department has utilized the services of CFP for the collection of evidence
in incidents that involve DUI and drugs. CFP takes a blood samples and transports them to the
Orange County Sheriff Crime Laboratory. They will also appear in court or elsewhere at the
request of the City to discuss or testify regarding the collection of samples, tests made,
transportation of samples and results. CFP provides the same services to all municipal police
agencies in the county, including the Sheriff Department and the California Highway Patrol's
Orange County office.
The Department is requesting to continue utilizing the services of CFP based upon their high
level of service provided over the last 26 years.
