1. SUBJECT
Approval of expenditure for City of Orange Fire Department's Strategic Plan.
2. SUMMARY
The Fire Department is seeking to consult with Citygate Associates, LLC as a sole source vendor
to conduct a detailed Strategic Plan review of the Fire Department. Over a period of
approximately six months, the Fire Department would work closely with Citygate Associates to
perform a thorough analysis of department resources and functions including Emergency
Medical Services, Risk Management, Training, and Public Education.
3. RECOMMENDED ACTION
Approve the expenditure for the City of Orange Fire Department's Strategic Plan to be
performed on a sole source basis by Citygate Associates, LLC.
Authorize the purchase of the Strategic Plan study from expenditure account
100.3011.51670.00000 (Other Professional and Consulting Services) in the amount of
$49,360.00.

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0: Provide public safety services of the highest quality.
Policy 6.7 Maintain and update the City's Multi- Hazard Functional Plan as needed, and ensure
ongoing consistency between the General Plan and the Multi- Hazard Functional Plan and Fire
Department Strategic Deployment Plan.
7. DISCUSSION and BACKGROUND
Citygate Associates, LLC is the single most relied upon Fire and Emergency Medical Services
consultancy in the Western United States. Over the last several years, Citygate has executed fire
service studies for the counties of Los Angeles, San Diego, and El Dorado. Additionally,
Citygate has consulted for the Cities of Oakland, Stockton, Pasadena, and the Sacramento
Metropolitan Fire District. Citygate Associates are subject matter experts in the field of Fire and
Emergency Medical Services consulting with over 25 years experience and over 200 projects
completed.
Last year, a Standards of Response Coverage (SOC) deployment study was completed by
Citygate Associates, LLC for City of Orange Fire Department. Within the study a detailed
multi -step analysis was performed to determine appropriate fire station locations, crew staffing,
and apparatus staffing recommended in order to appropriately meet the needs of the community.
To further supplement this comprehensive Standards of Response Coverage survey, the Fire
Department has received a proposal to complete a strategic plan for the department. This plan
would augment the Fire Department's efforts to provide the highest level of customer service by
identifying any potential service delivery limitations. As part of the strategic plan's analysis, the
Fire Department would receive guidance and recommendations based on long -term
organizational goals and objectives.
The Strategic Plan Proposal consists of five main tasks over a six month work plan period:
Task 1- Initiate and manage the project
• Develop a detailed work schedule and final project schedule.
• Meet with fire department staff representatives to gather local data.
• Correlate schedule and project scope to define expectations, roles, and
lines of communication.
• Develop and submit documentation regarding staffing levels, growth
forecasts, and operating costs.
Task 2 - Data collection, interviews, and environmental analysis
• Utilize a SWOT (Strengths, Weaknesses, Opportunities, and Threats)
analysis to determine effectiveness of headquarters and support programs.
• Interview key personnel from both the fire department and the City.
Task 3 - Performance audithiap analysis
• Develop understanding of the current status of the department.

• Identify gaps between current performance and desired future state
performance.
• Analyze the framework for fire department strategies, goals, and
objectives.
Task 4 - Preparation of Strategic Plan draft
• Finalization of strategic plan framework.
• Coordinate review process with fire management personnel.
Task 5 - Prepare and deliver the final strategic plan
• Development of final formatted and edited strategic plan.
• Oral presentation of the Strategic Plan to fire department leadership and
city management.
