SUBJECT: City of Orange "Standards of Cover Assessment 2015" study conducted by Citygate Associates, LLC on behalf of the Orange City Fire Department. 2. SUMMARY: The Fire Department retained the services of Citygate Associates, LLC ( Citygate) to conduct a Fire Department Standards of Cover Assessment. The analysis encompasses many aspects of the Fire Department's operations including fire station location, workload evaluation, and response performance and compares this data with nationally recognized standards. 3. RECOMMENDED ACTION: Receive and file 4. FISCAL IMPACT: None 15. STRATEGIC PLAN GOAL(S): 1. Provide for a safe community. b. Provide and maintain infrastructure necessary to ensure the safety of the public. 6 GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0: Provide public safety services of the highest quality. 7. DISCUSSIO and BACKGROUND: While the Orange City Fire Department recognizes the pride that the community has for the jobs it performs, The Department wanted to take an objective look at its performance especially in comparison with nationally recognized standards. To properly address this desire, an outside firm with appropriate expertise was retained. Department response times, staffing, workloads, ITEM 6/9/15 ITEM: DATE OF ME�ETIN�: ]&LILXL;;� service objectives and other pertinent areas were studied. Based on the information gathered, a written analysis was developed with the goal of making recommendations to better align the Department's services with these standards. Overall, the department performs well according to the report. For the current risks and desired outcomes, the City has the correct number of fire pumpers and ladder trucks. Workloads are handled at just under best practice national standards. Some of the recommendations include relocating fire stations in the northern parts of Orange to provide shorter travel times, staffing a 4 th rescue ambulance and acquiring a second Type 3 brush engine for use in the wildland interface threat zone areas. Ultimately, the Department plans to use this information to improve the daily operations of the Fire Department, incorporate the findings into the proposed Fire Department Strategic Plan and, if directed by the City Council, add the report recommendations to the Public Safety Element of the City's General Plan. 8.
