SUBJECT General Plan Annual Progress Report to the State of California. 2. SUMMARY California Government Code Section 65400 requires that cities submit an annual report on the status of their General Plan and progress in its implementation to the Governor's Office of Planning and Research and Department of Housing and Community Development by April 1S of each year. 3. RECOMMENDATION Receive and file 2014 General Plan Annual Progress Report for submittal to the State by Planning Division staff. 4. FISCAL IMPACT None. Submittal of annual General Plan and Housing Element reporting forms has made the City eligible to apply for the Housing Related Parks Program funded by Proposition 1 C, the Housing and Emergency Shelter Trust Fund Act of 2006. This program rewarded cities and counties for building affordable housing by providing grants for park capital projects within the grantee's jurisdiction. In addition, bonus funding was awarded based on infill location, general plan consistency with regional plans, and park projects in disadvantaged or park deficient communities. Consequently, Orange has proven to be well- suited for this program. ITEM �9 1 4/14/15 During the designated program years 2010 -2013, the City was awarded $484,000 in grant funds used for replacement of tot lot play equipment at Handy Park, the purchase and installation of sail shades for the tot lot at Belmont Park, and the purchase and installation of exercise circuit equipment at Grijalva Park. Annual submittal of the General Plan and Housing Element Annual Report will maintain the good standing the City has with the state, and is likely to continue to provide the City with funding opportunities in the future as funding programs become available. 5. STRATEGIC PLAN GO Not applicable. 6. GENERAL PLAN IMPLEMENTATION The item provides a review of overall General Plan implementation during calendar year 2014. 7. DISCUSSION and BACKGROUND California Government Code Section 65400 requires that cities submit an annual report on the status of their General Plan and progress in its implementation to the Governor's Office of Planning and Research and Department of Housing and Community Development. Prior to submittal to the state, the annual report must be presented to the City Council for review and acceptance. As a procedural matter, staff took the annual report to the Planning Commission for receipt and acceptance prior to the Council given the role of the Commission as one of the "keepers" of the General Plan. Over the course of 2014, the City continued to make progress on a number of General Plan implementation items including: • Rezoning of Industrial 2010 General Plan Focus Area to establish General Plan/Zoning Consistency • Street Tree Master Plan Update • Ongoing Water Line Replacement in Old Towne • Critical Intersection improvements • Pedestrian safety improvements • Storm drain facility inspection and maintenance • Facilitating infill construction • Support and entitlement of community housing development organization new construction projects • Preservation of historic residential structures ITEM 2 4/14/15 Additionally, a number of Capital Improvement Program projects and private development projects have addressed certain Implementation Programs of the General Plan.
