SUMMARY Request the City Council to authorize the purchase of a video management and camera surveillance system for the Public Works Department, Water Division headquarters, various reservoirs, and well sites from Leverage Information System Inc. 13. RECOMMENDED ACTION 1. Authorize the appropriation of $80,000 from the Water Fund Unreserved Fund Balance to Account 600.8011.56020.18101, Security Improvements. 2. Authorize the purchase of a video management and camera surveillance system for the Public Works Department, Water Division headquarters from Leverage Information Systems, Inc of Ontario CA in the amount of $280,171.32 and authorize the Mayor and City Clerk to execute the contract. 14. FISCAL IMPACT Upon appropriation, funds will be available in the following account: 600.8011.56020.18101 Security Improvements $ 282,595.00 15. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND For a number of years, the Public Works Department, Water Division has been using a Verint Smartsight Analog Radio system along with a mix of existing cameras to provide surveillance at the Water Plant headquarters site and two remote reservoir sites in the northeast part of town. Over time the cameras and its systems have failed and with the components being rendered obsolete, replacement parts are difficult to obtain and expensive to purchase. As a result, the system is currently out of service. As such, it is essential that a replacement system be installed. Water Division staff, in cooperation with IT staff, have been researching differing camera monitoring and surveillance systems. Such a system is very complex as it involves multiple remote sites that currently do not have data communication that can support video. After extensive discussions with many surveillance - monitoring designer /providers, Water Division and IT, staff agreed that Leverage Information Systems is the best firm to provide the necessary services to design and install (design/build) the complex surveillance system. Staff performed reference checks with several Leverage clients including Inglewood Police Department, San Bernardino County Sheriffs servicing Rancho Cucamonga, Victorville and Redlands Police Department, and the City of Yucaipa. All clients contacted were very pleased with their system performance, along with the installation, operations, support and professionalism from Leverage. Nearly all of the contacts have expanded their initial systems due to the workability and positive performance of their systems. City staff met with Leverage in late 2014 and during these discussions, we were notified that Leverage had been awarded a Western States Contracting Alliance (WSCA) contract via a national competitive bidding process. Several state and municipalities have used this cooperative purchase process. Additionally it meets all of our open bid requirements. Since 1993 WSCA has been the cooperative purchasing arm of the National Association of State Procurement Officials (NASPO) encouraging, fostering and guiding the nation's most significant public contract cooperative. It should be noted that more than one reference offered unsolicited information that they had initially attempted to put together a surveillance system on their own prior to contracting with Leverage. These initial attempts universally ended with failure due to competing components, 2 systems, and contractors that would not integrate or flatly refused to do so. In all cases, the agencies ended up scraping the initial "pieced together" systems and contracting with Leverage. The system proposed by Leverage will monitor including video recording for the Water Division at the following sites: Water Plant headquarters main building and parking lot, North Water Yard, South Water Yard and fuel station. Additional sites to be included are Reservoir 10, 10A, Reservoir 9, the Upper Serrano Booster Pump Station, and Well 23. Should additional expansion be required, the system will be able to accommodate it with minimal effort. It is anticipated the solution designed by Leverage will be the standard for additional surveillance systems that will be installed or replaced at other City facilities including the Metrolink parking structure, Libraries, and Police Department. 8.
