SUBJECT: Authorize the purchase of five AutoPulse Cardiac Support Pump devices from Zoll Medical Corporation. 2. SUMMARY: The Fire Department is seeking the sole- source purchase of five Zoll AutoPulse machines to replace aging equipment in the field. These AutoPulse machines perform more effective chest compressions on cardiac arrest patients than human rescuers are able to perform. 3. RECOMMENDED ACTION: 1. Authorize the purchase of five AutoPulse Cardiac Support Pumps from Zoll Medical Corporation on a sole- source basis for $60,275.88. 4. FISCAL IMPACT: The Fire Department has existing Capital Improvement Program (CIP) funding to support the purchase of five Zoll AutoPulse machines. The cost of this equipment equals $60,275.88. Funding is available in the following CIP account: 120.3022.56030.20105 (Auto Pulse Machine Replacement) 5. STRATEGIC PLAN GOAL Provide for a safe community. b. Policy 6.3: Provide and use up -to -date technology to improve crime prevention, fire suppression, and emergency services. 7. DISCUSSION and BACKGROUND: When placed on pulse -less patients, AutoPulse equipment automatically performs chest compressions with more efficiency and consistency than a human rescuer. Improved chest compressions can increase patient survivability. The Zoll AutoPulse is the only chest compression device approved for use in Orange County by the Orange County Emergency Medical Services (OCEMS) Medical Director. Normal cardio pulmonary resuscitation (CPR) is very labor intensive, requiring rescuers performing chest compressions to switch every two minutes. • A pause of just 45 seconds in chest compressions severely reduces patient survival. • Completing chest compressions without pausing is virtually impossible to accomplish in the field due to the following scenarios: • Stairwells • Narrow hallways • Loading and unloading of patient from the Rescue Ambulance • Moving patient onto Emergency Room gurney • En route to the hospital driving code 3 Cardio pulmonary resuscitation research suggests a significant improvement in patient outcome when chest compressions are performed without pause compared to how CPR is normally performed. If approved, the Fire Department would replace aging Auto Pulse equipment on three front -line Rescue Ambulance units and two Reserve Ambulance units. 8.
