1. SUBJECT
Purchase of two (2) Public Safety Vehicles for the Orange Police Department.
2. SUMMARY
Purchase of two (2) vehicles for the Orange Police Department from McPeek Dodge of Anaheim,
California, through an open competitive bidding process. Award the building /outfitting of vehicles
with Code -3 equipment (at current OPD standards) to Hi Standard Automotive of Orange,
California using a Cooperative Purchasing Agreement (CPA).
3. RECOMMENDED ACTION
1. Authorize the purchase of two (2) Sport Utility Vehicles from McPeek Dodge in Anaheim, CA
in the amount of $ 65,687.80.
2. Award contract for building /outfitting the above vehicles to Hi Standard, of Orange, CA in a
not to exceed amount of $ 7,500.00.
3. Authorize the City Manager to surplus the replaced vehicles.
Total expenditure for two Police vehicles is $ 73,187.80

Funds are budgeted and available for these vehicles in the following account:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Element Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1 Provide the Police Department with adequate personnel, equipment and state -of -the -art
technology to effectively combat crime, meet existing and projected service demands, and provide
crime prevention programs. These resources should be provided prior to anticipated needs.
Implementation Plan: Program I -15.
7. DISCUSSION and BACKGROUND
After review of the current vehicle replacement list, it was determined that the purchase of two (2)
Police Sport Utility Vehicles (to be used as unmarked detective units) was needed. The above
vehicles were placed on the approved vehicle replacement list in the fiscal year 2014 -15 as
indicated below:
• FY 14/15: Two (2) Police Sport Utility Vehicles for the Orange Police Department. Replacing
vehicles originally purchased in 1995.
The purchase of two (2) Police Sport Utility Vehicles was completed using an open bidding
method. Bids were received on February 12, 2015, opened and reviewed by the City's Purchasing
Officer. The sole qualified bid is listed below.
McPeek Dodge
Purchase of Two (2) 2015 Police Sport Utility Vehicles $ 65,687.80
Both of the Police Sport Utility Vehicles will be outfitted with Code -3 equipment including LED
Light Bars (refurbishment) and all communication support equipment. This outfitting will be
awarded to Hi Standard Automotive of Orange, California using a CPA through the City of Costa
Mesa (RFB - E17330, / P.O. 9110 dated 1/3/14). Included in the outfitting contract is a 15%
contingency for potential changes requested by OPD. There are no surcharges required to
participate in this agreement and all purchasing functions will be completed between the City of
Orange and Hi Standard of Orange, CA.

Bid No. 145 -28 was advertised and distributed by our Purchasing Department following the
normal procurement process. Bids were opened on February 12, 2015 resulting in one qualified
bidder responding to the bid. A total of eleven (11) Bid Packages were sent out by our Purchasing
Department.
The total cost to purchase two (2) vehicles combined with the necessary vehicle outfitting is:

The Police Department vehicles to be replaced are unit numbers 1093 and 1094.
