2. SUMMARY
This Contract Change Order No. 1 authorizes contract payment for extra work at agreed upon
lump sum price for the Shaffer Street Storm Drain Improvements Project in the amount of
$58,000.00

Approve Contract Change Order No. 1 in the amount of $58,000.00 to David T. Wasden,
Inc.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 1.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
7. DISCUSSION and BACKGROUND
The City Council awarded the Shaffer Street Storm Drain Improvements Project on November
25, 2014 to David T. Wasden, Inc. This project is anticipated to start in May 2015.
A Continuous Deflective Separation (CDS) hydrodynamic separator will be installed at the
downstream end of an existing 54" reinforced concrete pipe (RCP) storm drain line on Shaffer
Street that currently discharges into the Santiago Creek. The storm drain line collects runoff from
a 60 acre residential drainage area with heavily tree lined streets and two private schools. The
project area is bounded by Cambridge to the east; Shaffer to the west; La Veta to the south; and
Almond to the north. The CDS unit will capture trash, sediment, bacteria, organic matter,
nutrients, pesticides and other debris to minimize pollutants that enter the Santiago Creek.
After the bid opening, the CDS manufacturer CONTECH Engineered Solutions LLC determined
that due to high volume of storm water flowing through the pipe, a bypass structure is needed to
effectively convey high peak flow. The majority of the costs associated with this Change Order
are additional 8 feet x 6 feet bypass vault structure, and RCP to take on the high peak flow from
the existing 54" storm drain pipe prior to CDS hydrodynamic separator. Due to very favorable
original bid received from the contractor, staff negotiated a change order amount of $58,000 for
the additional work.
The original contract amount was $82,000. This Contract Change Order represents a 70%
increase from the original contract amount bringing the contract amount to $140,000.
Construction is scheduled to begin in late May 2015 and is expected to be completed within
thirty calendar days.
