Award of Contract - Bid No. 145 -43; SP- 3906; FY 2014 -15 Community Development Block
Grant (CDBG) Project — Americans with Disabilities Act (ADA) Wheelchair Access Ramps at
Various Locations.
2. SUMMARY
Bids for ADA Wheelchair Access Ramps at Various Locations, Fiscal Year 2014 -15 were
received and opened on April 2, 2015. Three (3) bidders responded to the Notice Inviting Bids.
The apparent low bidder is Vido Samarzich, Inc. in the amount of $78,780.00
3. RECOMMENDED ACTION — _7�1
Award a contract in the amount of $78,780 to Vido Samarzich, Inc., Alta Loma, CA 91701 and
authorize the Mayor and the City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and available in the Capital Improvement Program in the following account:
310.9645.56330.11328 (CDBG — ADA Improvements) $ 94,854

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
The City Council previously approved advertisement for bids at its March 10, 2015 meeting.
The bid solicitation was advertised on March 18, 2015 for a period of two (2) weeks, and bids
were opened on April 2, 2015. Three (3) bidders submitted proposals as follows:
1) Vido Samarzich, Inc. $78,780.00
2) EBS General Engineering, Inc. $79,900.00
3) C.J. Concrete Construction, Inc. $91,750.00
This project will provide for construction of approximately fourteen (14) ADA wheelchair access
ramps at various locations, City -wide. As part of this project, detectable warning surfaces
(truncated domes) will be installed per the American with Disabilities Act Accessibility
Guidelines (ADAAG) requirements.
The City receives CDBG funding from the U.S. Department of Housing and Urban Development
for activities that primarily benefit Low and Moderate Income residents. Construction of ADA
compliant access ramps City -wide qualifies for CDBG funding because the ramps benefit
disabled residents that are considered to be Low Income.
The estimated total cost for this project is $90,597 including 15% contingency and construction
engineering.
Construction is scheduled to begin in mid May 2015, and is expected to be completed within a
month.
