SUBJECT Award of Contract: Bid No. 145 -40; Americans with Disabilities Act (ADA) required Plaza Accessibility Improvements (SP- 3901). 2. SUMMARY Bids for Americans with Disabilities Act (ADA) required Plaza Accessibility Improvements Project were received and opened on April 2, 2015. Three (3) bidders responded to the Notice Inviting Bids. The apparent low bidder is El Camino Construction & Engineering Corporation of Long Beach, CA in the amount of $29,300. 3. RECOMMENDED ACTION Award the contract in the amount of $29,300 to El Camino Construction & Engineering Corporation of Long Beach, CA and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are available in the following account: 263.5011.56330.13120 (Measure M2) $100,000.00 5. STRATEGIC PLAN GOAL(S) lb. GENERAL PLAN IMPLEMENTATION Cultural Resources Element Goal I.O Identify and preserve potential and listed historic resources, including buildings, structures, objects, sites, districts, and archaeological resources citywide. Policy 1.6: Promote the preservation of cultural and historical resources controlled by governmental agencies, including those related to the City, School District, and other agencies. Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The City Council previously approved advertisement for bids in its March 10, 2015 meeting. The bid solicitation was advertised on March 11, 2015 for a period of three (3) weeks, and bids were opened on April 2, 2015. Three (3) bidders submitted proposals as follows: TOTAL BID 1) El Camino Const. & Eng., Long Beach $ 29,300.00 2) CJ Concrete Construction, Santa Fe Springs 33,200.00 3) All American Asphalt, Corona 45,970.00 The Plaza Accessibility Improvements Project includes removal of existing asphalt concrete access ramps, asphalt concrete pavement, concrete curb and sidewalk, and construction of new asphalt concrete paving, concrete curb, sidewalk and access ramps at the new location shown on the plans, traffic control and traffic /parking striping. The work includes the following specific components: • The total number of parking stalls in the Plaza will remain the same. The accessible parking stalls will remain in the quadrants where they are located currently. • The existing striping and signage will be removed with abrasive blasting, and all parking stalls in the northeast and southwest quadrants will be restriped. • In the two quadrants, a new ramp will be constructed at the center of the curved sidewalk between the curb and the outside edge of the pink concrete triangle- shaped paving (outdoor dining area). The curb cut and center of the ramp will be depressed to the level of the street and will slope up to the level of the sidewalk on each side of this depression. The ramp landing at the level of the street will be covered with a 3 foot by 4 foot area of truncated domes in "Colonial Red" color. • At the interface between the new ramp and the outdoor dining area, a new raised curb will be constructed. The curb will delineate the outdoor dining area and will be protected with bollards spanning the length of the ramp. The bollards will be 36 inches tall and will reference the bollard and chain fence detail in Plaza Park. The ball finials, chain detail, and finish material will match the bollard and chain fences in Plaza Park. ITEM 2 04/14/15 O Printed on Recycled Paper • All new concrete will match the existing concrete colors and textures in the Plaza. • The donor dedication plaques at the sidewalk curb will be removed, cleaned and stored during construction. The majority of the plaques will be reinstalled in the same location and order at the sidewalk curb in the new ramps. Four plaques in each quadrant cannot be reinstalled in the same locations due to the area of truncated domes at the landing. These plaques will be moved to new locations within the same quadrant. • The existing benches in each quadrant will be retained in place. • Some on- street parking in the northeast and southwest quadrants of the Plaza roundabout will not be available where work is being performed. Lane closures in the roundabout will also occur and traffic control measures will be implemented. At least one traffic lane will remain open at all times. In addition, access to private property will be maintained at all times. • The majority of construction will be completed between 7:00 am and 4:30 pm Monday through Friday. Parking stall striping and sign installation will be completed during limited overnight hours between 10:00 pm and 5:00 am to minimize the impact to traffic and parking. Staff will notify businesses in the Plaza prior to the start of construction and will coordinate with businesses during construction to limit impacts to traffic and parking. The Plaza Accessibility Improvements is categorically exempt from the provisions of CEQA under CEQA Guidelines Section 15331, Class 31 "Historical Resources Restoration/Rehabilitation ". The project is exempt because it consists of rehabilitation of a historic property (the Plaza) in conformance with the Secretary's Standards. A Notice of Exemption was filed with the County Recorder's Office. Construction is scheduled to begin in May 2015 and is expected to be completed within twenty - one (21) calendar days. 8.
