1. SUBJECT
Bid No. 145 -04; Approval of plans and specifications, and request authorization to advertise
for bids three (3) Federal Highway Safety Improvement Program (HSIP) Left Turn Phasing
Signal Modification projects: 1) Chapman Avenue at Hewes Street; 2) Chapman Avenue at
Esplanade Street; and 3) Tustin Street at Mayfair Avenue.
2. SUMMARY
The plans and specifications for the construction of the three (3) HSIP projects 1) Chapman
Avenue at Hewes Street 2) Chapman Avenue at Esplanade Street; and 3) Tustin Street at
Mayfair Avenue have been completed. Caltrans has issued the "Authorization to Proceed
with Construction" (E -76) for the projects. The project is ready to be advertised for bids. The
total estimated construction cost including contingencies and construction engineering is
$660,300.00.
13. RECOMMENDED ACTION
Approve the plans and specifications, and authorize advertising for bids the HSIP Left Turn
Phasing Signal Modification projects: 1) Chapman Avenue at Hewes Street; 2) Chapman
Avenue at Esplanade Street; and 3) Tustin Street at Mayfair Avenue.

7. DISCUSSION and BACKGROUND
The traffic signal modification at the intersections of 1) Chapman Avenue at Hewes Street; 2)
Chapman Avenue at Esplanade Street; and 3) Tustin Street at Mayfair Avenue will provide
protected left -turn phasing for the northbound and southbound directions.
These are the three of four (4) City projects approved for funding under Cycle 5 of the
Federal Highway Safety Improvement Program (HSIP). HSIP provides a maximum of 90%
reimbursement for eligible project costs, while the local agency contributes the remaining
10 %. The purpose of the program is to reduce traffic fatalities and injuries on public roads by
implementing infrastructure - related highway safety improvements. There are twenty -one
project categories under the program. These projects are under the category "Intersection
safety improvement" by providing protected left -turn signalization.
The Primary Collision Factors "Traffic Signals and Signs" and "Auto Right -of -Way
Violations" are correctable by providing countermeasure of protected left -turn phasing. The
addition of left -turn phase will also improve the operational efficiency by assigning through
and left -turn movements through the intersection.

Staff has completed the preparation of plans, specifications, and estimates for the projects.
Caltrans has also sent on March 3, 2015 the E -76 approval for construction. The total
estimated construction costs for the three projects including contingencies and construction
engineering (15 %) is $660,300.00, while the construction funding is $623,800.00, there is a
shortfall of $36,500.00. When bids are opened and actual cost known, staff will make
recommendations on the contract award including additional appropriation, and /or reduction
in scope of the work. The three projects are combined into one bid to take advantage of the
economies of scale, and ease of construction coordination with one contractor.
The scope of work, in general, includes removal of existing and replacement with new signal
poles, mast arms, luminaries (safety lighting), signal head indications, electrical service,
street name signs, and concrete foundation; relocation of signal controller cabinet, and battery
back -up system; installation of preemption units, new conduits and conductors; construction
of ADA compliant sidewalk access ramps; and adding all required equipment for providing a
left turn phasing.
The projects are categorically exempt from the provisions of the 2014 CEQA Guidelines
under Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies
this project as Class 1 (b) "Existing highways and streets... ". The categorical exemption
applies to the project because the installation of the protected left -turn phase is for safety and
involves negligible or no expansion of the arterials' existing use. The Notice of Exemption
will be filed with the County of Orange upon Council approval of the plans and
specifications.
Actual construction is expected to start late summer of 2015 upon delivery of long lead
materials and equipment. Construction is scheduled to be completed within 60 working days
for each project.
