SUBJECT Rejection of all bids for Bid No. 145 -35, SP -3883; Orange Police Headquarters Walk -in Evidence Cooler /Freezer Installation Project. 2. SUMMARY Bids for Orange Police Headquarters Walk -in Evidence Cooler /Freezer Installation Project were received and opened on February 19, 2015. Four (4) bidders responded to the Notice Inviting Bids. The apparent low bidder is Robert D Gosney Construction, Hesperia, CA for $102,840.00. Staff recommends rejection of all bids to strengthen the pre - qualifications requirements on the project. 3. RECOMMENDED ACTION Reject all bids received. 4. FISCAL IMPACT Funds are available in the following account: 954.4021.56020.30031 (Orange Police Headquarters Remodel) $ 200,000 5. STRATEGIC PLAN GOAL(S) 1. Provide for a safe community: b. ITEM 3. 13 1 4/14/15 C Printed on Recycled Paper 6. GENERAL PLAN IMPLEMENTATION Public Safety Element Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the- art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 1 7. DISCUSSION and BACKGROUND This project consists of removing an existing walk -in evidence cooler /freezer and furnishing and installing a new walk -in evidence cooler /freezer. The existing unit is over 15 years old and has been showing signs of heavy condensation on the walls' exterior. This indicates poor insulation and loss of energy. Replacing this unit before it fails is necessary to maintain the integrity of the stored evidence. The total estimated construction cost including 10% for contingencies and construction engineering is $110,000.00 As part of redevelopment dissolution, funding for this project would be available through remaining redevelopment bonds proceeds that were approved by the State Department of Finance for transfer to the City through the ROPS 14 -15B process. Informal bids were advertised for three weeks, and bids were opened on February 19, 2015. Four bids were received as follows: 1) Robert D Gosney Construction, Hesperia $ 102,840.00 2) Golden Sun Firm, Inc., Northridge $ 114,950.00 3) Dalke & Sons Construction, Inc., Riverside $ 124,480.00 4) Norse Corporation, Costa Mesa $ 189,581.00 Upon receiving, reviewing, and evaluating the bids, staff became concerned that the contractors including the apparent low bidder, although qualified, did not have experience in the installation of law enforcement agencies' walk -in evidence cooler /freezers. Due to the importance of the cooler /freezer in maintaining the integrity of stored evidence, staff prefers installation be performed by a contractor who has installed at least one in the past five years. Prior to rebidding, staff will revise the project specifications to include more detailed requirements on the relevant experience. 18.
