1. SUBJECT
Cooperative Agreement No. C -5 -3183 between the City of Orange and the Orange County
Transportation Authority (OCTA) providing for funding for design and installation of a video
surveillance system at the Orange Transportation Center.
2. SUMMARY
This Cooperative Agreement secures $750,000 in funding from OCTA for design and installation
of a video surveillance system at the Orange Transportation Center. The City will own, operate,
and maintain the video surveillance system once installed and accepted.
3. RECOMMENDATION
Approve Cooperative Agreement No. C -5 -3183 between the City of Orange and OCTA for
design and installation of a video surveillance system at the Orange Transportation Center
(OTC);
2. Accept into the City's revenue budget $750,000 from OCTA, into revenue account number
550.9810.45460.30074 (Reimbursable Capital Projects — OTC -Video Surveillance);
Authorize the appropriation of $750,000 into expenditure account number
550.9810.56020.30074, (Reimbursable Capital Projects — OTC -Video Surveillance); and,
4. Authorize the Mayor to execute and the City Clerk to attest to the Agreement on behalf of the
City.
4. FISCAL IMPACT
This Agreement provides for OCTA to reimburse the City for up to $750,000 for design and
installation of a video surveillance system at the Orange Transportation Center.

6. GENERAL PLAN IMPLEMENTATION
Economic Development Goal 2.0: Cultivate a business environment that is conducive and
appealing to the commercial and retail industry, including smaller entrepreneurs.
Policy 2.4: Maintain adequate infrastructure, transportation systems, and physical conditions
that encourage retailers to invest in the City.
Economic Development Goal 6.0: Provide sufficient infrastructure to support anticipated
economic development and growth.
Policy 6.1: Provide and maintain infrastructure adequate to support growth and expansion of
commercial, industrial and institutional areas, including water, sewer, streets, curbs, gutters,
sidewalks, storm drains, access, and parking improvements.
7. DISCUSSION and BACKGROUND
BACKGROUND
In 2006, in conformance with the Federal Transit Administration (FTA) Transit Security Design
Guidelines, the Orange County Transportation Authority (OCTA) developed strategic security
plans for commuter rail facilities, along with standards for design and procurement of security
camera networks known as video surveillance systems (VSS). In June 2007, the United States
Department of Homeland Security completed transit risk assessment models showing that
Metrolink commuter rail stations needed increased security. On September 13, 2007, the OCTA
Board of Directors (Board) approved the Metrolink VSS Deployment Program for use of FTA Safe
Accountable Flexible Efficient Transportation Equity Act: A Legacy for Users Grant Program
Section 5309 money to fund 80 percent of the Program, with a 20 percent match from the
Commuter Urban Rail Endowment (CURE) fund.
DISCUSSION
The Orange Transportation Center (OTC) is a commuter rail station listed in the Metrolink VSS
Deployment Program to receive $750,000 in funding for the design and installation of a VSS. The
VSS project would be designed and installed in conjunction with the construction of the proposed
Metrolink Parking Structure to be located at the Lemon Street Parking Lot.

The City is responsible for procurement of a design -build contract to implement the VSS. OCTA is
the federal grant recipient for the FTA funding and will be designating the City as the federal grant
subrecipient. OCTA will provide support, oversight, and assume subrecipient monitoring
responsibilities for the project and use of federal funding. The VSS will be owned, operated, and
maintained by the City upon completion and acceptance of the project.
At the March 23, 2015 meeting, the OCTA Board of Director authorized the Chief Executive
Officer to negotiate and execute of a Cooperative Agreement No. C -5 -318. The Cooperative
Agreement No. C -5 -3183 has been finalized and Council action is requested to approve the
Cooperative Agreement providing for funding and implementation of a VSS as the OTC.
