Acceptance of $42,882.00 in program incentive from Metropolitan Water District of Southern
California for purchase of Calsense irrigation equipment in the Santiago Hills Landscape
Assessment District.
2. SUMMARY
Acceptance of program incentive from Metropolitan Water District of Southern California to
reimburse Santiago Hills Landscape Assessment District (District) for 25% of the cost for the
purchase of Calsense irrigation equipment in the District. The District will also receive an
additional incentive in the future based upon water savings one year after installation of the
equipment.
3. RECOMMENDED ACTION
Accept incentive of $42,882 to 291.7024.48210.00000 (Santiago Hills LAD — Expense
Reimbursement).
4. FISCAL IMPACT
Upon appropriation, the $42,882 will partially reimburse the costs for the purchase of Calsense
irrigation equipment for the Santiago Hills Landscape Assessment District. The equipment
purchase cost was $171,528.00

enhance public safety and improve circulation.
Policy 3.2: Provide sufficient levels of street sweeping, landscaping, graffiti abatement, shopping
cart and bulk item removal from streets, sidewalks, alleys, and other public rights -of -way.
7. DISCUSSION and BACKGROUND
Background
The Santiago Hills Landscape Assessment District (District) comprises over 32 acres of landscape,
lighting, and other infrastructure maintained by the City under service agreements. Funds
supporting the maintenance of District landscape and other infrastructure are derived from an
annual assessment of property owners within the District.
In recent years, the cost for all maintenance in the District, including irrigation water, has steadily
increased. The irrigation system within the District is extensive, providing water to turf, shrubs
and trees in medians, parkways, and common area landscapes within the community. Costs for
water have risen significantly over the last three years, and will continue to increase annually
through 2017. Anticipated increases annually through 2017 will result in a total estimated
expenditure increase of as much as 40% over the current budget if reductions in use are not made.
A significant reduction in water use is now the only viable option for reducing costs without
wholesale elimination of landscape.
Discussion
In an effort to accomplish ongoing reductions in water consumption for the landscape, the
Community Services Department replaced thirty -two (32) irrigation controllers in the District with
a Calsense centralized irrigation control system. Calsense centralized irrigation control systems
have already been introduced into other City parks, and have proven to accomplish significant
savings as well as maximizing staff s ability to more effectively manage the systems throughout
the City.
To help offset the costs associated with the purchase of the Calsense components, staff applied for
and the City was awarded an incentive via the Water Savings Incentive Program through
Metropolitan Water District (MWD) of Southern California. The incentive program consists of
two phases. The first phase allows for an incentive of 25% ($42,882) of the cost to purchase the
equipment, and upon verification by MWD that the project is in full operation. The second phase
is an incentive of up to an additional 25% of the equipment cost after the project has been in
operation twelve months and the water savings has been determined. The Community Services
Department contracted with both Ewing Irrigation Products and Landscape Dynamics for the
purchase of the irrigation controllers at a cost of $171,528.00. The total project cost, including
installation, was $200,825.96. Costs for installation are not eligible for the incentive program.

Staff submitted the program application with a forecasted 30% decrease in water use over the first
twelve months. If the full amount on the final incentive is received, 50% of the eligible project
costs will have been reimbursed through this program.
