The Salem Lutheran Project consists of the following: a Resolution approving an Environmental Impact Report, State Clearinghouse No. 2011101046; a Resolution approving a General Plan Amendment; a Resolution approving a Specific Plan; and an Ordinance approving a Zone Change. As you know, some of the residents of OPA have previously objected to the Project on various grounds, including that it did not include a General Plan Amendment. In response to our objections, representatives of Salem have met with members of OPA and others and attempted to address our concerns, including by agreeing to seek a General Plan Amendment that changes the designation for the site to ensure that the Project is consistent with the City's 2010 General Plan Land Use Policy Map. In addition, Salem and OPA have agreed that the Project is consistent with and governed by the Orange Park Acres Speci�c Plan. Salem also agreed to make a number of concrete modi�cations to the Project, including the following: • Reduction of the seating capacity of the Sanctuary from 757 to 590 fixed seats, excluding special events. • Parking for Project to be confined to Project site, except for(i) additional parking on the site of the Fowler House (see item below) and (ii) other offsite venues that Salem has used for special event parking. The offsite venues referred to in section (ii) does not apply to City and County streets in the Orange Park Acres neighborhood adjacent to the Project site.
