Home My WebLink AboutSR - GPA-2014-02 - ORANGE PARK ACRES COMPROMISE SPECIFIC PLAN ATTACHMENT 2RESOLUTION NO. 10847 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING GENERAL PLAN AMENDMENT NO. 2014 -02, A REQUEST TO CHANGE THE GENERAL PLAN DESIGNATION OF ESTATE LOW DENSITY RESIDENTIAL (ESTR) TO PUBLIC FACILITIES AND INSTITUTIONS (PI) FOR SALEM LUTHERAN CHURCH AND SCHOOL LOCATED AT 6500 EAST SANTIAGO CANYON ROAD. GENERAL PLAN AMENDMENT NO. 2014-02 WHEREAS, the City Council has authority per Orange Municipal Code Section 17.10.010 to take action on General Plan Amendment No. 2014 -02, to clarify the site's longstanding use of "Public Facilities and Institutions" which shall be reflected on the OPA Plan and City General Plan Land Use maps; and WHEREAS, General Plan Amendment No. 2014 -02 was filed by Salem Lutheran Church and School in accordance with the provisions of the City of Orange Municipal Code; and WHEREAS, General Plan Amendment No. 2014 -02 was processed in the time and manner prescribed by state and local law; and WHEREAS, Environmental Impact Report No. 1827 -11, which was prepared to analyze the potentially significant environmental impacts of a proposed redesign of the Salem Lutheran Church and School campus located at 6500 East Santiago Canyon Road (hereinafter referred to as the "Project "), includes General Plan Amendment No. 2014 -02; and WHEREAS, the Planning Commission conducted a duly advertised public hearing on January 19, 2015, at which time interested persons had an opportunity to testify either in support of or opposition to the Project, including General Plan Amendment No. 2014 -02, and adopted Planning Commission Resolution No. PC 03 -15, which contains a recommendation for approval of General Plan Amendment 2014 -02; and WHEREAS, the City Council conducted a duly advertised public hearing on March 10, 2015, at which time interested persons had an opportunity to testify either in support or opposition to the proposed Project, including the consideration of General Plan Amendment 2014 -02, upon property described in Attachment "A ", which is incorporated herein by this reference. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange approves General Plan Amendment No. 2014 -02 as shown in Attachment B, attached hereto and incorporated by this reference and based on the following findings: ATTACHMENT NO.2 CC RESOLUTION 10847 FOR GPA 2014 -02 SALEM LUTHERAN MARCH 10, 2015 CC MTG.
