A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE (A) CERTIFYING THE
ADEQUACY OF FINAL ENVIRONMENTAL IMPACT
REPORT 1827 -11 (SCH #2011101046) FOR THE
PROPOSED REDESIGN OF THE SALEM LUTHERAN
CHURCH AND SCHOOL CAMPUS, WITH
ASSOCIATIVE PROJECT ENTITLEMENTS
DESIGNATED AS GENERAL PLAN AMENDMENT
NO. 2014 -02, ZONE CHANGE NO. 1259 -11, SPECIFIC
PLAN NO. 0002, AND DESIGN REVIEW
COMMITTEE NO. 4538-11, (B) ADOPTING FINDINGS
OF FACT, (C) ADOPTING A MITIGATION
MONITORING PROGRAM, AND (D) APPROVING
THE PROJECT.
FINAL ENVIRONMENTAL IMPACT REPORT NO. 1827 -11
WHEREAS, the City Council has authority pursuant to City of Orange Environmental
Review Guidelines to certify Environmental Impact Report 1827 -11 (SCH #2011101046), which
is hereafter referred to as the "FEIR "; and
WHEREAS, Salem Lutheran Church and School submitted a project in accordance with
requirements of the Municipal Code of the City of Orange ( "OMC ") and known as the proposed
redesign of the Salem Lutheran Church and School campus which consists of General Plan
Amendment No. 2014 -02, Zone Change No. 1259 -11, Specific Plan No. 0002, and Design
Review Committee No. 4538 -11, all of which are collectively referred to herein as the "Project ";
and
WHEREAS, in compliance with the requirements of the California Environmental
Quality Act ( "CEQA ") an initial study was prepared for the Project and the City determined that
an Environmental Impact Report was required to address its potential significant environmental
impacts; and
WHEREAS, in compliance with CEQA, Draft Environmental Impact Report No. 1827-
11 was circulated for a 45 -day public review with the comment period beginning on February 16,
2012 and ending on April 23, 2012; and
WHEREAS, responses to the comments received on Draft Environmental Impact Report
No. 1827 -11 ( "DEIR ") have been prepared to the satisfaction of the City; and
WHEREAS, the potential environmental impacts
completely analyzed in the FEIR, which FEIR consists of t
