1. SUBJECT
Purchase of five (5) Police Pursuit Motorcycles for Orange Police Department through a
Cooperative Purchase Agreement (CPA).
2. SUMMARY
Purchase of five (5) Police Pursuit Motorcycles for the Orange Police Department from Iry Seaver
BMW in Orange, CA through a Cooperative Purchasing Agreement (CPA).
3. RECOMMENDED ACTION
1. Authorize the purchase of five(5) 2015 R 1200 RT -P BMW pursuit motorcycles from Iry
Seaver BMW of Orange, CA in the amount of $ 138,233.55.
2. Authorize the City Manager to surplus the replaced vehicles.
Total expenditure for five police motorcycles is $ 138,233.55

Funds are available for these vehicles in the following account:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Element Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1 Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.

7. DISCUSSION and BACKGROUND
The most recent purchases of police pursuit motorcycles took place in 2009. During review of the
current vehicle replacement list, it was determined that the purchase of five (5) pursuit motorcycles
was necessary. The units to be replaced are numbers 1370,1371,1372,1376 and 1378. The
aforementioned vehicles were placed on the approved vehicle replacement list in the fiscal year
2014 -15 as indicated below:
• FY 14/15: Five Police Motorcycles for Orange Police Department replacing five 2002 BMW
Motorcycles that have reached their mileage limits.
Fleet Services and the City's Finance /Purchasing Department coordinated on the purchasing
method for these vehicles. Based on these discussions and review of the best available
purchasing options it was determined that the purchase of five (5) police motorcycles for the
Orange Police Department will be completed using a CPA with the City of Garden Grove
through Iry Seaver BMW of Orange, CA.
Purchase of five (5) police pursuit motorcycles ($ 27,646.71 ea.) $ 138,233.55
Total $ 138,233.55
Note: Any additional outfitting or customization will require separate funding.
Section 3.08.290 of the Orange Municipal Code states any agreement involving the acquisition of
materials, supplies, or equipment may be entered into with another government entity through
cooperative purchasing provisions.
Iry Seaver BMW of Orange, CA will deliver the five motorcycles through the cooperative
purchasing agreement for $138,233.55, which includes tax and freight.
