1. SUBJECT
Award of Contract - Bid No. 145 -32; SP -3905; Concrete Street Rehabilitation at Various
Locations, Fiscal Year 2014 -15
2. SUMMARY
Bids for Concrete Street Rehabilitation at Various Locations were opened on February 26, 2015.
Nine (9) bidders responded to the Notice Inviting Bids. The apparent low bidder is CLS
Constructors, Inc. of Grand Terrace, CA for $576,500.
3. RECOMMENDED ACTION
Award a contract in the amount of $576,500 to CLS Constructors, Inc., Grand Terrace, CA and
authorize the Mayor and the City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
accounts:
340.5011.56330.13120 (Local Street Maintenance)

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
This project is part of the Annual Street Maintenance activities, and is designed to prolong
pavement life of city streets. This project will rehabilitate concrete pavement streets at various
locations and will include reconstruction of damaged sidewalk, curb, and gutter. The
rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for
the traveling public.
Most of the concrete streets are located in the Old Towne area. Damaged concrete pavement
will be replaced in sections. The streets selected for maintenance in accordance with our
Pavement Management Plan, generally fall into the "poor to fair" category and require work at
this time to prevent total pavement failure and more costly reconstruction in the future.
The City Council previously approved advertisement for bids on February 10, 2015. The
project was publicly advertised for two weeks. The bids were opened on February 26, 2015.
Eleven (11) bid proposals were sold and nine (9) bidders responded as follow:

The Engineer's Construction Cost Estimate is $600,000, which includes approximately 10%
construction contingency. Upon bid opening, the estimated project cost is $634,150, which
includes the apparent low bid of $576,500, approximately 10% contingency.
Construction is scheduled to begin in late April 2015 and be completed by July 2015.
