SUBJECT Award of Contract - Bid No. 145 -02; Annual Pipeline Renewal Project (W -671). 2. SUMMARY Seven (7) bids for the Annual Pipeline Renewal Project (W -671) were received and opened on January 29, 2015. The apparent responsive low bidder is Big Ben, Inc. in the amount of $1,865,385.00. 3. RECOMMENDED ACTION 1. Reject the bid received from low bidder, Ramona, Inc., a California corporation, on the basis that the bid was not responsive. 2. Award a contract in the amount of $1,865,385.00 to Big Ben, Inc. and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted in the Water Fund and are available in the following account: 600.8041.56451.18400 Pipeline Renewal Projects $ 2,512,190.07 5. DISCUSSION and BACKGROUND The Annual Waterline Renewal project will replace approximately 1.8 miles of existing water mains in Robinhood Place, Sacramento Avenue, Grove Avenue, Brentford Avenue, Breckenridge Street, Diamond Street, Agate Street, Mori Lane, Cloverdale Avenue, Opal Avenue, Topaz Street, Coral Avenue, and Onyx Avenue. These water mains were constructed in the early 1960s and have had several leaks over the years. The existing cast iron water mains will be replaced with PVC pipe (C900) due to the corrosive soils condition in the area. The new water mains will provide a more reliable water service and fire protection to the residents. The City Council previously approved advertisement for bids on June 10, 2014. The bids were received and opened on January 29, 2015. Seven (7) bidders responded as follows: CONTRACTOR AMOUNT 1 Ramona, Inc. $1,805,290.00 2 Big Ben, Inc. $1,865,385.00 3 Stephen Doreck Equipment Rentals $1,866,125.00 4 Kana Pipeline, Inc. $2,154,000.00 5 TE Roberts, Inc. $2,299,100.00 6 Paulus Engineering $2,337,791.00 7 J. DeSigio Construction $2,628,210.00 Staff determined that Ramona, Inc.'s bid was non - responsive. Specifically, the bidding documents called for the Bidders to have successfully completed a minimum of five similar projects within the last five years. There were no waterline replacement projects listed on their proposal. This represents a failure to meet the minimum requirements for submitting a bid as listed in the bidding documents. Staff met with Ramona, Inc. on February 6, 2015 to discuss the contractors experience and qualifications as related to water pipeline projects. No new information was provided at the meeting. It was determined that Ramona, Inc. does not have the required experience to perform the work. Both Ramona Inc. and Big Ben have been notified by staff of the decision to reject Ramona, Inc.'s bid and accept Big Ben's. Final decision to be made by City Council at the March 10, 2015 meeting. Big Ben, Inc. is the apparent responsive low bidder. Staff conducted reference checks with other agencies including the City of Fullerton, County of Orange, Anaheim Union School District, and City of Anaheim. All agencies contacted provided positive feedback and good reviews on the performance of Big Ben, Inc. They cited the ability of Big Ben Inc., to complete projects on schedule and their familiarity with PVC pipe construction as reasons for their good rating. ITEM 3/10/15 0) Therefore, staff recommends that Big Ben, Inc. be awarded the contract in the amount of $1,865,385.00 for the Annual Pipeline Renewal Project.
