Bid No.145 -39; Well No. 27 Equipping Project (W -659); Approval of plans and specifications
and authorization to advertise for bids.
2. SUMMARY
Plans and specifications have been completed for the Well No. 27 Equipping Project. This
project is ready to be advertised for bids. The preliminary cost estimate is $1,300,000.00.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the Well No. 27
Equipping Project (W -659)

Funds are budgeted and are available in the following accounts:

17. DISCUSSION and BACKGROUND
Well No. 27 is located at 140 S. Jameson Street, adjacent to the Water Division headquarters
parking lot. Well 27 will replace existing wells 4, 5 and 14 which have exceeded their useful
life and are failing.
The first phase of the Well 27 construction consisted of drilling and test pumping to determine
actual well performance and capacity. This work was completed in October 2014 and it was
concluded that the well could produce approximately 3000 gallons per minute of potable water.
With this determination, the second phase of the project, the equipping phase, could be designed
and the project moved forward for final construction.
The scope of work for the equipping phase of Well 27 construction includes the installation of
pump and motor, discharge piping, electrical and chlorine buildings, emergency power generator,
fencing, and landscaping. The preliminary engineering cost estimate for this project is
$1,300,000.00. Construction is anticipated to begin in May 2015 and to be completed within
270 calendar days.
The Well No. 27 project was previously approved by the City Council on February 9, 2010, as
part of the larger "Water Warehouse Renovation and Well 27 Construction" project. At that
same time, Mitigated Negative Declaration (MND) 1816 -09 was approved in compliance with
the California Environmental Quality Act (CEQA). The proposed Well 27 Equipping Project was
adequately described and analyzed in the previously approved MND. As such, nothing further is
warranted for CEQA compliance. Mitigation measures identified in previously - approved MND
1816 -09 have been incorporated into project plans and specifications and will be implemented
during construction.
