1. SUBJECT:
Emerg ency Management Performance Grant (EMPG): Emergency Preparedness fund allocation.
2. SUMMARY:
The County of Orange has authorized a reimbursement grant award to the Orange Fire
Department in the amount not to exceed $21,405 for 2015. There is no matching fund
requirement. The goal of the EMPG is to assist local government to establish a system of
emergency preparedness for the protection of life and property in the City of Orange.
3. RECOMMENDED ACTION:
1. Approve the agreement between the City of Orange and the Orange County Sheriff's
Department Emergency Management Bureau in an amount not to exceed $21,405 and authorize
the City Manager to execute the agreement on behalf of the City.
2. Accept into the City's revenue budget a $21,405 grant from the Orange County Sheriffs
Department Emergency Management Bureau, into revenue account number
100.3021.45495.30004 (EMPG Grant 2014)
3. Authorize the appropriation of $21,405 into expenditure account number
100.3021.50221.30004 (EMPG Grant 2014)
4. FISCAL IMPACT:
Upon appropriation, funds will be available to cover the cost of Emergency Services Coordinator
overtime as follows:

7. DISCUSSION and BACKGROUND:
The City's Emergency Services Coordinator position is managed by the Fire Department and
includes several key components, such as emergency preparedness, education, training, funding,
response, and multi- agency coordination. City of Orange is served by the Orange County
Sheriff's Department Emergency Management Bureau, which is the lead agency of the Orange
County Operational Area (OA). The OA is the County -wide advisory body responsible for
preparing for, responding to, and mitigating local emergencies. A primary function of this group
is the coordination of the State and Federal grants.
The EMPG program provides grants to assist state, local, tribal and territorial governments in
preparing for all hazards, as authorized by Robert T. Stafford Disaster Relief and Emergency
Assistance Act (42U.S.C. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make
grants for the purpose of providing a system of emergency preparedness for the protection of life
and property in the United States from hazards and to vest responsibility for emergency
preparedness jointly in the federal government, the states and their political subdivisions. The
purpose of EMPG is to sustain and improve comprehensive emergency management programs at
the state, tribal, territorial governments and local levels from all man-made and natural disasters
through the prevention, mitigation, response and recovery for all hazard events.
The grant requires that:
• The training, tuition, overtime, backfill, travel and per diem costs must be in accordance with
the City and Fire Department's approved travel policies;
• Payment of overtime expenses will be for work performed by employees in excess of the
established work week, usually 40 hours. In no case is dual compensation allowable. The
agency must have incurred the expense of paying overtime to fill a position vacated by an
employee sent to training;
• All backfill and overtime must be tracked including the emergency personnel attending the
training and the personnel backfilling the vacant position;
• All reimbursement applications must be submitted within 30 days of the training;
• The City of Orange preserves and maintains all documents, papers and records relevant to the
training costs overtime backfill travel costs per diem for a period of three years;
• The City of Orange shall provide all records and information pertaining to the grant to the
Anaheim/Santa Ana Urban Areas UASI for quarterly reports.
