1. SUBJECT
Sewer Service Agreement: Request by David Nguyen to connect their property at 12294B
Circula Panorama, Cowan Heights, CA 92705 to City of Orange sewer.
2. SUMMARY
David Nguyen, owner of residential real property located at 12294B Circula Panorama in an
unincorporated area of the County of Orange, has requested to connect their house sewer lateral
to the City sewer main on Montgomery Place. They have executed a Sewer Service Agreement
with the City of Orange and are requesting City Council approval.
13. RECOMMENDED ACTION
Approve the connection request from David Nguyen and authorize the Mayor and City Clerk to
execute this Sewer Service Agreement on behalf of the City.
14. FISCAL IMPACT i
None. The property owner will pay all connections fees prior to the sewer connection.
5. STRATEGIC PLAN GO
Pursuant to the City's Administrative Policy and an Agreement with the Orange County
Sanitation District, requests for connection to City sewers by County residents must be approved
by the City Council, and a Sewer Service Agreement must be executed by properties that are not
being annexed into the City at this time.

7. DISCUSSION AND BACKGROUND

The parcel is in the unincorporated area of the County of Orange. The City of Orange owns the
existing sewer main. David Nguyen has completed all requirements for County parcels desiring
to connect to City sewers. The City of Orange requires this Agreement for those properties
desiring connection to City sewers and not being annexed into the City at this time.
The City of Orange will receive a one -time up -front lump sum fee of $3,360.00 to cover the cost
of providing this property sewer service. This fee has incorporated a 4% interest rate with a 3%
inflation rate. The property owner will pull an Encroachment Permit for the connection of the
sewer lateral to the main. The property owner is responsible for maintenance of their private
sewer lateral.
